Responsibilities
Emergency preparedness and response support
- Initiate, together with the concerned project location the first stages of an Emergency Response through coordination with vested parties at national/regional level.
- Provide support in carrying out needs and rapid assessments.
- Support on the development of programme concepts, proposals, budgets and other programme related documents.
- Provide direct support to project locations in the implementation and monitoring of emergency response programmes and provide expertise in relation to compliance with humanitarian standards.
- Provide guidance to project locations in relation to emergency preparedness activities and support them with implementation activities (evacuation / hibernation plans, stock-piling, etc.)
- Guarantee project quality, in particular gender mainstreaming, impact assessment, and rights approach through close coordination with implementing partners.
- Ensure adherence to SOS CV policies such as the Code of Conduct, Child Safeguarding Standards, Companion for Child Protection in Humanitarian Action (ER Handbook) among others, as well as the minimum standards of humanitarian relief (ICRC Code of Conduct, Sphere, HAP).
- Pay regular visits to the field and provide gap filling in case of urgent need due to emergency events.

Reporting & Coordination
- Accountable for monitoring the timely and complete accomplishment of Emergency Program reports and situation reports by project locations.
- Responsible for reporting to program director and IOR on any important issues occurring in the field programs that need high-level decision-making stakeholders involved.
- Monitor together with project locations the humanitarian and security context in the country and provide up-dates to national and regional level.
- Support and advice project locations in implementing safety & security measures for staff and beneficiaries.
- Represent the organization in on national level in external humanitarian coordination/cluster meetings. Network intensively with partners, regional leads and local government authorities
- Systematize lessons learnt and share them with relevant parties.

Finance, budgets and fundraising
- Ensure budgets are in line with planned activities and timeframe and correspond to the needs in the field.
- Together with MA and IOR Finance, responsible for ensuring funding transfers are traceable and correctly utilized according to project budgets and outlines.
- Develop strong and sustainable relationships with donor representatives and participate in donor meetings.

Human Resources
- Identify and organize capacity building and trainings with regards to emergency preparedness and response, project cycle management, proposal writing, child protection in emergencies and others.
- Provide support to program locations in the recruitment phase of ER projects.
- Be actively involved in the recruitment of Emergency Response Coordinators in the program locations.

Qualifications
* University degree in Disaster Management or Development Studies, Social Sciences, International Relations or equivalent working experience
* Minimum 5 years of experience in humanitarian aid and/or development work in multi-cluster INGOs

Specific Vacancy Requirements
Essentials:
- 3-5 years managerial & Leadership skills.
- Proven experience in Project Management Professional is an asset.
- Proven expertise and understanding of emergency preparedness and response and development issues with a relevant technical competence in emergency needs assessment, project design, development and implementation
- Sympathy with the aims and objectives of organization and a commitment to humanitarian principles and international humanitarian standards
- Good knowledge of the country in terms of its political, economic and social trends plus a good understanding of the key development and humanitarian issues in the region.
- Experience in security management and willingness to work in unstable environments
- Experience and/or education in one of the following fields is an asset: child protection in emergencies, health, nutrition, WASH, MHPSS

Preferable:
- Ability to adapt to changing circumstances, work under pressure and cope with stress
- Strong leadership, team building and communication skills
- Substantial experience of non-formal, participatory training and staff development
- Excellent organizational and problem-solving skills
- Proficiency in local languages; English/French/Spanish is an advantage (to be defined according to the context).  
- Good proficiency in the use of MS Office, Email and other computer applications
- Willingness and ability to frequently travel to field locations
