Responsibilities
• Conduct needs and technical assessments for WASH/HEA projects
• Coordinate WASH project activities with local authorities (e.g., Mukhtars), the Water Establishment, and various ministries, as well as participate in the WASH cluster working group.
• Conduct field visits (supervision & monitoring) to WASH/HEA project sites under implementation or new locations identified.
• Supervise WASH/HEA infrastructure projects to ensure compliance with design specifications, technical standards (book of conditions), and methodology.
• Ensure the quality of WASH/HEA projects, verifying that materials and workmanship conform to existing standards.
• Participate and represent Medair in stakeholder engagements including community awareness sessions.
• Organize and conduct capacity training on operation and maintenance (O&M) of WASH projects.
• Supervise site engineers assigned to WASH/HEA infrastructure projects.
• When required, participate in capacity building workshops, technical evaluations in the field locations.
• Resolve disputes on contracted works and if necessary, report to WASH & Shelter/NFI PM.
• Ensure safety, health and occupational work standards are adhered to on project sites.
EXPECTED OUTPUTS AND DELIVERABLES
• Produce detailed humanitarian needs and technical assessment reports
• Prepare or review detailed technical designs, technical specifications (book of conditions) and BOQs for WASH/HEA infrastructure projects
• Prepare contract requests, timesheets and processes payments for site engineers/surveyors engaged in WASH/HEA projects
• Produce regular progress and completion reports for WASH/HEA projects being implemented
• Produce weekly reports and participate in weekly meetings when required.
• Prepare completion documents (e.g. statement of work, provisional acceptance and all requirements) for effecting payments to contractors.


Qualifications
• Bachelor’s Degree in Civil Engineering or Mechanical Engineering or what equivalent
• At least 4 years of demonstrable experience in supervision of general contracting works.
• Preferable experience in WASH, Infra and PHC rehabilitation works
• Experience liaising with local contractors and Sub-Contractors
• NGO Experience
• Project management experience financially and technically
• Ability to use the applications of Microsoft Office (Word, Excel, Outlook …) and AutoCAD and Engineering software.
• Excellent written and spoken Arabic, Good written and spoken English
• Strong communication and negotiation skills
• Good team player

The WASH Officer will work for a duration of 5 days per week, as per Syrian Labour law

This position is based in Damascus governorate, with frequent field visits (subject to staff safety procedures and movement approvals) to Rural Damascus and Daraa.
