1.Representation:
Represent Oxfam with relevant stakeholders Government officials, Donor Officials, UN agencies and other NGO staff at Governorate level in relation to programmes in the Northern Hub
Develop and maintain new relationships with partner organisations to further Oxfam’s aim.
Ensure the adequate inclusion and capacity development of implementing partners towards the independent execution of program activities.
2.Leading Program Delivery and implementation including new project development:
Under line management of the Area Manager, supervise the sector Team Leads (WASH, Food and Economic Security, MEAL, Gender and Protection) based in the Northern Hub
Ensure close coordination between the sector Team Leads in the Northern Hub with their matrix managers (sector advisors) based in the Damascus (Country) office
Liaising with the Funding and Finance Teams, manage the donor contracts assigned to you - ensure effective implementation, financial management and donor communication in each program area. Coordinate and finalise Donor reporting for Donor contracts under your management
Ensure that each sector team has workplans and supply plans to ensure effective program delivery.
-Establish an effective monitoring system to ensure programs are delivered and impact and learning is recorded.
-Take required action to ensure timely implementation of activities when required.
-Ensure all activities are sensitive to community needs and gender issues, promote the full and equal participation of women in all aspects of the work.
-Provide evidence and analysis for the development and implementation of current and future Oxfam programming (eg through managing quality Needs Assessments)
-Update monthly Planning and Forecasting tool
3.Budget Monitoring:
-Work with the Team Leads in updating the budget forecasts and spending.
-Review monthly financial reports and flag any discrepancies and potential savings.
-Ensure that expenditures are charged under correct budget lines using correct budget codes to avoid recharging.
4.Planning and Reporting:
-Together with the Team Leaders, update workplans as basis in monitoring the progress of implementation.
-Work closely with the MEAL Team in the conduct of monitoring activities and learning reviews.
-Lead ongoing monitoring and needs assessments and provide clear analysis of the humanitarian situation and of the Oxfam response ongoing and proposed. This will include strong consideration of gender and protection issues.
-Review and consolidate Programme reports submitted by the Programme Teams for donor reporting, and external or internal reporting.
5.Risk Management:
-Ensure staff understand and adhere to Oxfam Code of conduct and all policies governing appropriate behaviour and conduct (Child protection, Exploitation & Abuse).
-Actively implement Oxfam GB’s diversity policies in the recruitment and employment of staff.
-Maintain contact with authorities and ensure that Oxfam complies with relevant legislation
-Ensure all programs are compliant with legal, Oxfam and Donor regulations.

management or any other related area and/or demonstrable experience at this level of program
management.
-Experience managing multi-sector humanitarian projects (WASH, Food Security and Livelihoods, Gender
and Protection), preferably in Oxfam’s areas of expertise, or similar organizations
-Relevant experience of 5+ years, including budgeting, planning, monitoring and program cycle
management, preferably in an international NGO out of which at least 3 years should be
supervisory/managerial experience
-Proven program and project management skills including planning, monitoring, evaluation, budgeting,
proposal development and report preparation, particularly in complex emergency environments
-Experience of using accountability practices and standards through the project life cycle.
-Strong skills and experience in capacity-building of staff and partners, including coaching
-Commitment to humanitarian principles, humanitarian standards and accountability initiatives,
including Sphere, People in Aid, NGO/Red Cross Code of Conduct, etc
-Demonstrable knowledge of gender, wash, protection and livelihoods approaches in emergency and recovery and the integration of these throughout life of project
