Responsibilities
Human Resources Management
•Responsible for the development, coordination, control and evaluation of HR work within the Member Association.
•Ensure the implementation of the HR Manual standards in the Member Association and is responsible in close cooperation with the line management for the development, implementation and evaluation of concepts according to the organization's HR Manual, global and regional standards, guidelines and local requirements.

HR areas based on the HR cycle
•Ensure the implementation, review, adaptation, follow-up and further development of all standards, guidelines, systems and processes related to HR areas based on the HR cycle: Personnel Planning & Job Design, Recruitment & Selection, on boarding, Learning, Development & Career Development, Performance Management, Compensation Management, Phase-out/Retirement (for details see Supplement to JD Document).

HR for Programme Development
•Ensure that all HR standards, process related to child care professionals in the Member Association are implemented and cooperates closely on this with the National Programme Development Director and National FSP Manager/Advisor in implementation of SOS HR cycle.

Job Family Development and Compensation
•Lead the national Job Family development. He/she as owner and driver of the compensation process ensure the implementation of the system and yearly review (including adaptation the national Job Family levels and salary bands, preparing the Manager Worksheet, organizing and facilitating the performance conferences, requesting salary increase budget, including the salary data in the budgeting process, informing payroll on the new salaries).

HR Administration
•Keep up a good knowledge of national legal and HR administrative issues in regard to standard 1, 2, 3, 6 and 10 of the HR Manual and monitors developments.

HR Training Market
•The HR Manager has to have an overview of the HR training market and trends. He/she is contact focal point for giving information concerning local and SOS trainings for all fields of personnel in the organization; in the field of SOS Parents, Aunts/Family Assistants, Family Strengthening co-workers and Youth Care co-workers the National Programme Development Director and FSP Manager/Advisor are the responsible persons in this respect and the HR Manager is in very close cooperation with them.
•Ensure the organization and evaluation of supporting activities like supervision, coaching, team development as well as engagement and satisfaction researches based on needs.

Cooperation and networking
•Keep up his/her matrix relationship by cooperating closely with the regional HROD Department. He/she is actively participating in the regional HROD conference as well as contributing to regional HROD activities.
•Responsible for nurturing the SOS Brand for recognition in the HR community

Child Safeguarding (CS)
•Carry out recruitment processes with a strong focus on preventing potential CS risks, including mandatory police and background checks.
•Ensure that CS responsibilities are included in the job descriptions of all co-workers.
•Ensure orientation on CS reporting during on-boarding programme of new co-workers.
•Responsible for raising awareness related to SOS Child Protection Policy principles and to prevent and protect children from all forms of abuse, abandonment, exploitation, violence and discrimination.
•Carry out CS risk assessment within his/her area of work and ensure that relevant actions are put in place to mitigate existing and possible CS risks.
•Responsible for reporting any CS suspicion, concern, allegation or incident immediately, following Child Safeguarding reporting procedures. CS reports should be made to the national CS focal person or any other member of the national CS team and/or to respective line manager.









Qualifications
- Minimum: Bachelor degree in Business Administration- HR specialist or any relevant field.
- MBA or MSc is plus.
- 5 years experience in Human Resources Managerial Role; working with NGOs/INGO would be a plus.

- Very Good (Writing and speaking) Arabic and English languages skills.
- Expert knowledge in Microsoft applications
- Demonstrable experience with human resources metrics
- Knowledge of HR systems and databases
- Full understanding of Syria Labour Law
