Responsibilities
Objective 1: Ensure timely and quality implementation of the H&N activities portfolio in the field base

- Under the supervision of the program manager and the field coordinator and in coordination with the H&N coordinator, ensure managing H&N team in the base, technical coordination, and implementation of H&N emergency and post-emergency/early recovery interventions focused on providing humanitarian assistance to the man-made or natural affected people.
- Provide appropriate levels of project management to the H&N team regarding all ongoing project activities, while maintaining and implementing appropriate sector standards and best practices in line with ACF policies and procedures.
- Ensure adherence to the program implementation plan as agreed with local authorities and agencies, and in line with validated plans, budget, and timeframes.
- Prepare and coordinate work plans to achieve project outcomes and results.
- Contribute to the implementation of the log/kit forms and procedures relating to the supply chain, procurement, attending bid opening sessions and contributing to the technical evaluation process and transport/movement.
- Support Field Coordinator, program manager, and the H&N team with the establishment, monitoring and delivery of H&N program level strategies, plans, targets, indicators, and work plans, verifying budgets against forecasts.
- Identifies, and anticipates in a timely manner, potential risks and issues and advises mitigating measures to the program manager, field coordinator, and the H&N team / partner.
- Assist the H&N coordinator and field coordinator in supporting key stakeholders to continuously identify and improve operational processes relevant to project implementation.
- Ensure the implementation of cross cutting themes (gender mainstreaming, protection mainstreaming, conflict-sensitivity and environmental sustainability) is integrated in the H&N portfolio under the guidance of the H&N Coordinator, FC, PM, DCDP according to the ACF Syria guidelines.

Objective 2: Ensure timely and accurate reporting of undertaken activities

- Ensure monthly reporting of activities including achievements, challenges and explaining deviation with targets.
- Contribute to donors’ reporting requirements.
- Contribute to sectors/sub-sectors/technical working groups 5Ws.

Objective 3: Manage the H&N team

- Participate together with the HR Department and line managers to the recruitment of H&N staff.
- Identify capacity development needs of own team and liaise with the H&N Technical Coordinator and HR to realize development plans.
- Conduct annual appraisal of H&N staff under her/his line management.
- Build the capacity of team under direct line management.
- Foster a spirit of collaboration, support, and teamwork among the H&N team and with other departments.

Objective 4: Contribute to programmed development through participating to multi-sector integrated needs assessments and leading technical needs assessments)

- Collect information and data required to analyze H&N needs/gaps.
- Collaborate with national authorities and partners to coordinate and implement public health and nutrition response activities.
- Proactively identify new areas of opportunities and interventions based on landscape assessment and consultations with relevant authorities and partners in collaboration with field teams.
- Support the design of H&N programs in government-controlled areas while guiding field implementation based on area-specific analysis of social and economic determinants of health and nutrition.
- Make recommendations for appropriate interventions.

Objective 5: Liaise and coordinate with external stakeholders in own technical area (H&N)

- Actively participate in sub-sector meetings and relevant technical working groups at local level.
- Coordinate interventions with all relevant technical stakeholders to ensure complementarity, synergy and avoid overlapping.
- Support the PM and FC in Following up on approvals from technical Line Ministries (Directorates at local level).
- Maintain the working relationship with the local partners/local communities.

Qualifications
- Bachelor’s degree in (medicine with specialty in pediatrics or maternal and child health, or social sciences (including pharmacy)) or any other relevant field.
- Previous experience in the humanitarian field as Team Leader or similar (at least 2 years)
- Solid project cycle management knowledge and program management
- In depth technical knowledge of implementing food security and agricultural/nonagricultural based livelihood interventions.
- Good experience in working with international donors’ funding and reporting.
- M&E tools and methodologies.
- Excellent knowledge in implementation processes (including development of bill of quantities, tech spec cost estimations, etc.) is essential.
- Market Assessments/Analysis.
- Excellent experience in working with local/national partners, Ministries, and other stakeholders with solid ability of regular stakeholder mapping, coordination, and representation.
- Good experience in implementing H&N programs, including primary health care, reproductive care, care practices, health care management, IYCF-E, CMAM, MHPSS, maternal and child health, nutrition service delivery in Syria, strong knowledge of national regulations and requirements for primary healthcare centers, management of health workforce and mobile teams, and capacity building for partners.
- Proved experience in conducting needs assessments, contextual profiling, risk assessments and analysis pertaining to field implementation of H&N technical projects with knowledge of the Syrian context is essential, particularly good knowledge of the Central and western area, including Hama and Lattakia.
- Good team leadership and conflict resolution skills, consensus team building, and adaptability.
- Knowledge of the Hama and Lattakia governorates context is essential.
- Excellent level in English.
- Very good level in Microsoft office, PowerPoint, spreadsheets and databases.

Salary and Benefits
Contract period: 6 months renewable base on Action Against Hunger fund and performance.

Salary/benefits: According to Action Against Hunger's salary scale and terms and conditions.

Duty station: Hama.
