Responsibilities
Program:
- In collaboration with Department coordinators, engage in the identification of humanitarian and financial needs, analysis of humanitarian context, risks, constraints, prevention and mitigation measures
- Ensure close coordination and interaction with technical coordinators/staff deployed in the mission, in order to ensure consistency and harmonization of modalities of implementation, tools, approaches, etc.

Project Management (AICS funded project):
- Under the supervision of the Program Coordinator, responsible for steering, monitoring, and overseeing the overall implementation of the project
- Coordinate the planning and execution of project activities in order to achieve desired objectives and results within the defined project timeframes
- Ensure an effective cooperation between INTERSOS and the ATS partner Triangle, for the implementation of the project activities
- Ensure the compliance of the action with the donors' rules and regulations
- Ensure the accomplishment of all the below-listed tasks, following INTERSOS and AICS regulations

Administrative/Finance and Logistics:
- Responsible for the financial management of the AICS project, securing control and proper tracking of expenditures, and development of forecasts in line with the project duration and objectives
- In coordination with the Finance Department, in charge of foreseeing and drafting amendments and revisions of the project when necessary and in due time in compliance with donor's requirements
- In coordination with the Logistics Manager, plan and supervise all procurement processes as well as logistical needs of the program in order to ensure efficiency and quality of implementation

Monitoring and Reporting:
- Responsible for the development of a project MEAL plan; ensure proper measurement of indicators and progression of project activities against objectives; detect deviations from objectives and propose corrections
- Conduct periodic field visits to the project locations to ensure the quality of the intervention in compliance with the internal and donor's standards
- Elaborate and oversee the Project's institutional memory, keeping written records (and file them) on its development, in order to disseminate INTERSOS achievements and improve awareness
- Produce monthly internal reports and elaborate mid-term and final reports, according to donor's rules and regulations and INTERSOS internal Project Appraisal Tool, ensuring accurate data collection and timely submission

Human Resources:
- Coordinate and supervise project staff, plan and distribute tasks and workload among the teams, guiding their comprehension of the issues linked to the Project and the Mission through regular working meetings and feedback mechanisms
- In coordination with the HR department and relevant Managers, identify training needs, build the capacity, coordinate, supervise and motivate the staff, supports ad hoc training sessions and on-the-job training, provide individual follow up and coaching, carry out the end of mission evaluation of the team members and lead internal communication initiatives in order to facilitate people’s integration and professional development and to maximize their capabilities and commitment to INTERSOS values and project's goals
- Be responsible for the proper application of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, potential, detection, staff development, and internal communication)

External Coordination:
- Represent INTERSOS, within program limits and according to needs agreed upon with the Program Coordinator, proactively participating in relevant technical coordination meetings, sector meetings, and working groups. In close consultation with the Head of Mission, develop institutional contacts with local government and national partners at the project level (civil society, civil and military authorities, NGOs, non-state actors, Ministries, UN agencies and donors, etc.)

Conduct other tasks as required by the Line Manager


Qualifications
- University degree in social sciences or education
- Minimum 2 years of relevant work experience in project management preferably in the Education and Protection sectors
- Fluency in English and Arabic is compulsory
- Extensive knowledge of the Syrian context and experience in governmental requirements
- Essential computer literacy (Word, Excel, and internet)
- Extensive knowledge of the Project Management Cycle
- Demonstrate experience with different donors' procedures, compliance, and reporting
- Leadership, people management, and development, teamwork, and cooperation
- Strategic vision, results, and quality orientation
- Behavioral flexibility
- Commitment to INTERSOS principles
- Understanding of humanitarian operations principles, standards, and best practices
