Background
The crisis in Syria has entered its eighth year with little prospects for imminent end to violence that is faced on daily basis and impact the lives and exacerbate the vulnerability of children, women, the elderly, and the disabled.
In addition, the widespread displacement and deterioration of life conditions have negatively influenced the social and economic fabric of Syria.
As a response to the emerging needs of the Syrian population, and in line with the overall framework of the Syria Humanitarian Response Plan, Strategic Framework for Syria and UNDP Country Programme Document, UNDP Syria is working on enabling Local economic recovery and livelihoods for vulnerable populations through inclusive private sector recovery and development, human capital development and pro-poor market interventions; enabling Local- level support for social protection/cohesion, gender equity and sustaining peace enabled; and developing Responsive, accountable and transparent local governance systems
The project will build its activities based on local needs to support gender equality and equity, to work on preventing and responding to GBV as well as to promote women participation in different spheres of life. It measures in response to the CEDAW (The Convention on the Elimination of All Forms of Discrimination against Women) Committee recommendations
The Gender project associate will be recruited, through a third-party contract, to support the implementation of UNDP activities on Social Cohesion and Local Development / Gender in the field in close collaboration with DOSAL “ Center for Elimination of Gender Based Violence”. The Gender project associate is expected to be involved in project activities implementation in their
areas ‘of responsibility efficiently and timely.
Scope of Work
The Gender Project Associates will be directly supervised by project officer and will receive regular guidance from Hama Area Manager, Gender analyst and the Social Cohesion Team Leader to fulfill the following specific objectives:

Key functions and responsibilities
The Gender project associate will be designated focal point responsible for day-to-day coordination of all activities their area of responsibility. The responsibilities will include:
1) Technical Support at field level:
Support Project Officer in project activities implementation especially:
- Support formulation of local women networks as per project document identified criteria.
- Support in identification of women network training needs and share it with Gender project officer, area manager and Gender analyst.
- Support in awareness session and trainings organizing and implementation
2) Assist in Coordination and Networking at field level:
- Assist in organization of local trainings and regular meetings of the Women’s network and any agreed ad hoc meeting as needed.
- Liaise with UNDP, gender project officer and relevant government entity in area of responsibility for effective coordination of all admin related work for project activities.
- Maintain an up-to-date database of the Women’s local network including their current activities and advocacy initiatives.
3) Project activities implementation and monitoring
- Initiate awareness campaign in target communities towards changing gender stereotypes and biases which diminish women’s choices of socio-economic and cultural functions.
- Increase and enhance engagement of and input from Women beneficiary through regular and quality written and oral communications.
- Conduct consultation sessions to provide information support drafting gender analysis briefs, developing initiatives concept notes, etc.
- Support implementation of local women led initiatives.
- Follow up on local women network peer to peer activities, implemented initiatives and ways for its sustainability.
- Contributes to compiling case studies for media and advocacy purpose.
- Assist in costing and managing budgets for Women’s local network meetings and activities at local level and report it to Project officer at national level.
- Assist in administrative work including workshop arrangement, reservations, travel arrangements as per UNDP procedures and regulations.
- Prepare monthly local work plans and submit them to the project officer for compilation and gender analyst approval.
- Facilitate the preparation of the local financial reports, as required by project officer and gender analyst.
- Draft and prepare project local procurement plan and coordinate the procurement of services and goods under the project under direct supervision of project officer.
- Support the preparation of payments, collecting necessary supporting documents, and ensure UNDP rules and regulation for financial management are adequately followed.
- Facilitate required approval of project activities at local level.
- Conduct regular monitoring activities for project sites and activities in area of responsibility.
- Share project risks initially identified at local level including expenditure one to the project officer and gender analyst for consideration and decision on possible actions if required; update the status of these risks by maintaining the Project Risks Log.
- Coordinate and monitor the project implementation at local level, ensuring the timely delivery of expected outputs, and effective synergy among the various activities.
- Work to ensure complimentary with other UNDP activities in the field.

Qualifications
- Relevant Diploma’s degree (social or economic science, literature, legal certificate, sociology, etc.),
- 2 years of professional experience in Gender work preferably with experience in working with NGOs
- 3 years of professional experience in project management,
- Advocate for gender equity and equality.
- Excellent networking and coordination skills.
- Welling to travel to different project location under area of responsibility.
- Professional level in Arabic, English language is preferable.
- Excellent reporting and formal writing skills in Arabic, English is recommended.
- Ability to start working immediately.
