Dorcas started intervention and response to the crisis in Syria since December 2016 and actively working in different parts of the country through the provision of health support, support to disabled people, food assistance, protection, education... Dorcas was able to successfully integrate the approach that links health, community-based protection, and food security. In Aleppo, Rural Damascus, and Homs, community-based protection services were provided from community centers, services to PWSN increased, and GBV, child protection, and early learning were provided to children. Dorcas was able to expand in hard to reach more areas through its projects in Syria.
Dorcas project goal is improving access to quality education in safe learning environments and enhancing the capacities of teachers, parents and communities to provide learning opportunities adapted to the volatile context for conflict affected boys and girls.
Dorcas will use the outcomes of the evaluation to determine how well the program achieved its objectives.
Objective:
This consultancy opportunity will be focusing on evaluating the existing projects under DANIDA/NMFA and assess the quality benchmarks for both MEAL and programming, in implementation areas.
Throughout this consultancy opportunity, data and feedback will be collected by beneficiaries and stakeholders to better plan, improve future programming in these areas by identifying and capturing lessons learned.
The project is implemented in 3 different location areas in Syria as following:
•Aleppo (Hanano)
•Homs (Hamidiye)
•Rural Damascus (Erbin)
the main responsibilities;
1- Community Evaluation (FGDs)
2- Lessons Learned – FGD / KIIs with Staff (1 workshop with Dorcas staff in each location)
3- Date Collection to Improve Programming

Dorcas is looking for an experienced consultant to conduct community review and lessons learned for the DANIDA programs in South Central – GoS controlled areas.
Required Qualities:
o Applicant should hold previous monitoring and research experience
o Applicant should have previously experience working with children and children FGDs
o Applicant should be either from Syria or have access to government controlled areas
o Applicant should have native Arabic language
Desired Qualities:
o Applicant should have strong English writing skills
