Responsibilities
Main goals:
- Working within the framework established by the organization, the Monitoring and Evaluation (M&E) Team Leader ensures the consistency and quality of the delegation’s M&E tools and ac-tivities. He/she coordinates and supervises M&E teams and takes responsibility for decisions and actions in the M&E field, operating in coordination with the technical unit and Country Representative.
- The Manager ensures that the delegation’s teams are given appropriate and effective method-ological support consistent with the approaches, methods and tools used within the delegation in the M&E field.
- He/she ensures that M&E applies to and is an integral part of all Tdh departments, and that the M&E department plays a support role for the rest of the organization.
- He/she supports an institutional culture that encourages critical thinking, collective learning and teamwork, as part of the organisation’s focus on quality and accountability.
- He/she helps develop a dynamic approach to M&E on mission level and also oversee the im-plementation of the safeguarding policies and their implementation.

Specific Responsibilities (tasks):

Set up MEAL department:
- Helps develop and implement the ME tools within the newly established mission and build MEAL procedures on the field level.
- Helps implement an appropriate and effective M&E system adapted to the Syria context and limitations.
- Bring together project and programme partners during the monitoring plan design phase and during the sharing and using of data.
- Ensures ethical principles related to M&E are respected, especially those concerning gender equality, fairness and “do no harm” and inclusion of people with disabilities. Protects confiden-tial data, applies the principles of informed consent, and protects children during the collec-tion, processing, analysis and use of M&E data.
- Proposes a budget for MEAL activities and manages MEAL budget and safeguarding budget lines.

Technical supervision:
- Manages / Supervise team members answering to him/her, from the recruitment phase to the end of their employment. Adopts good leadership practices in keeping with Tdh’s values and closely coordinates with their functional manager in the field.
- Ensures project and programme teams take part in monitoring projects and works towards op-timal cooperation within the delegation in the MEAL activities.
- Develop and deliver capacity building plan for MEAL and Safeguarding activities.
- Ensure that gender, age and disability inclusion is mainstreamed in all MEAL aspects.

Technical support:
- Technically support national partners' teams, and provide them with the tools, training and technical assistance. Participate in Due diligence process to asses MEAL and safeguarding ca-pacities of new partners.
- Conduct regular capacity assessments of national partners and develop their MEAL capacity-building plan.
- Ensures monitoring directives, methodological guidelines and tools are understood and imple-mented at Tdh.
- Helps develop and write sections on MEAL indicators, budgets and organisational measures for project proposals.
- Provides methodological support during the development of MEAL systems and plans, and en-sures a consistent approach is adopted across all projects and programmes.
- Provides support during the collection of data for programme indicators and programme steer-ing summaries.
- Ensures monitoring tools are relevant and operate correctly. (If there is no Information team leader, also ensure the quality of data management tools and processes in terms of design, col-lection, storage, processing, analysis, presentation and use.)
- Inform the Area Manager and/or Programme Coordinator of any unmet targets, contextual changes (risks and opportunities) and negative effects on beneficiaries.

FCRM and Safeguarding:
- Lead the implementation of the CFRM and Safeguarding policies.
- Ensure that safeguarding materials are translated and disseminated in Tdh premises and pro-ject sites.
- Deliver at least one annual safeguarding training for partners and national staff, and conduct an introduction (briefing) for all staff regarding CFRM and safeguarding.
- Ensure that the safeguarding policies and Tdh commitments to childrens and human rights are communicated to the children, families and communities in Tdh target areas.
- Contribute to the development of Accountability toward the affected population in Syria in co-operation with other humanitarian actors.


Qualifications
Qualifications: Bachelor’s degree.

Experience: At least five years in a relevant position with a min 2 years of a managerial functions.

Languages: Excellent written, spoken and reporting skills in both English and Arabic.

IT know-how: Very good IT skills including (MS Office), KOBO, Oracle, Database management.


Specific Vacancy Requirements
Skills (Trade):
- Expertise in project cycle management, detailed knowledge of concepts, processes and tools, and experience in leading participative processes.
- Proven experience in managing multidisciplinary teams in the M&E and IM fields.
- Expertise in developing, planning and implementing systems, procedures and tools in the M&E and IM fields.
- Knowledge of and experience with quantitative and qualitative methods in the humanitarian aid/development sector. Experience in collecting and analysing data.
- Experience in preparing, planning and monitoring consultations in the M&E field.
- Awareness and knowledge of ethical issues related to M&E: do no harm and sensitivity to gen-der and diversity.
- Knowledge of and professional experience in the children’s rights field (protection and health) in the humanitarian aid/development context.

Salary and Benefits
As per Terre des hommes Foundation - Switzerland Salary Scale.

This position will cover the gap for Maternity Leave till 15/01/2025, with the possibility of further extension.
