Responsibilities
The main objective of this consultancy is to support Syria WHO country Office and the Ministry of Health (MoH) in developing an online digital platform to collect, analyse data and monitor 50 health-related SDG indicators at national and local level in three pilot governorates. This is founded in a wider project to advance the health-related SDGs at country level in the framework of SDG GAP.
Objective: To develop an online digital platform to collect and analyze data on 50 health-related SDG indicators at national and local levels.
Output 1: Conduct a desk review of the SDG in Syria, SDG GAP and its accelerators.
Output 2: Conduct consultations with WHO Country Office, MoH, Planning and International Cooperation Committee (PICC), and relevant bodies as advised to identify the requirements and sources of data at national and local level.

Output 3: Prepare a Functional Requirement Specification (FRS) document per information gathered through desk review and stakeholder consultations. The FRS should describe in detail the various user requirements and how those requirements will be developed into a system. This includes data flow diagrams, database design diagram, process workflow etc. This document must be endorsed by all stakeholders prior to commencement of development works.
Output 4: Prepare a software project workplan complete with scope of work, project deliverables and timelines. This will give stakeholders a clear success criterion for project completion. This document will be endorsed by all stakeholders prior to commencement of development works.
Output 5: Development of a digital platform - using DHIS-2 platform, develop data entry screens, configure database parameters and values that meet user requirements to collect and analyse data for 50 health-related SDG indicators at national and local level in three pilot governorates.
The main characteristics of the required platform are:
1.
Comprehensiveness to support throughout the data collection and analysis by using interactive dashboard (within the platform) and at all levels, including the possibility to collect positive change.
2.
Functionality in all environments, including offline and online.
3.
Scalability of the platform to other governorates.
4.
Data protection measures: embedded audit trails functions that track administrator and user profile activities while using the system.
5.
Secure user profiles tailored through rights/privileges assigned by a system administrator to ensure data integrity and prevent unauthorized access.
6.
Incorporate data quality measures, such as validation rules and warning and information dialog boxes.
7.
Level of disaggregation of data by geography, sex and age and disability, if appropriate.
8.
Develop a reports function that contains generic routine reports, as well as allowing user-defined criteria to extract data from the system in the form of a report
Output 6: Conduct user acceptance testing using realistic use cases per user requirements
Output 7: Prepare system user guide and technical support guides.
Output 8: Develop training material and conduct necessary training for all concerned teams at national and peripheral levels
Output 9: Launch, Go-Live and system utilization of the digital information platform
Output 10: Provide technical support for at least one month after the launch.
Output 11: Submit a technical report of the work complete with system files, source code among other additional technical documents as will be further agreed with all stakeholders.

Qualifications
Qualifications required: A master’s degree in computer science/computer engineering (specific to programming), informatics, health informatics, health information management, or any relevant field.
- Experience required:
•At least 5 years of professional experience in software/application development, database design, information technology or related field with experience in conducting similar activities.
•Of the 5 years, at least 2 years of experience in developing complex digital systems using various programming languages such as JavaScript, HTML or XML, CSS files among others.
•Knowledge of DHIS-2 platform configuration is required.
•Previous experience working with government and SDGs is desirable
Skills/Technical skills and knowledge:
•Demonstrate excellent skills in developing digital platforms using various programming languages.
•Ability to deliver high-quality products in a timely manner.
•Ability to work with multiple stakeholders.

- Language requirements:
•Excellent knowledge of English and Arabic
