Responsibilities
First: Data Collection and Coordination with local communities, mukhtars, Municipalities, and the water Establishments:

- Participate in needs assessment mission to assess the needs of the affected communities in the targeted areas in the WASH sectors in Deir Ezzor governorate in coordination with the relative authorities, Oxfam focal point in the governorate.
- Coordination with the local authorities and communities during the implementation of the activities and report to Oxfam office team challenges and feedback from the communities for actions, all as requested by the project officers and the team leaders.
Second: Preparation of BoQs, Follow-up, and Supervision Duties:

1. Direct Supervision and follow up the implementation of activities according to the contractual conditions and items. Ensure compliance with the Book of conditions and Successful technical offers.
2. Follow up on the work progress and according to the time schedule indicated in the contract document.
3. Follow up on the supply and installation of the equipment; check each item and its conformity to the Book of Conditions.
4. Verify and validate the quantities of the supplied and installed mechanical and electrical equipment, the installed production lines, the rehabilitation works quantities of water and sewage networks, the irrigation canals, quantities of the solar system installed items, and others. confirm all are as the estimated contractual quantities, report to the project officers the need for additional quantities Vos and obtain approval before. prepare a book of surveyed quantities.
5. Follow up with the technical teams of the service providers to undertake all necessary tests for the supplied materials. Confirm that all material is as the Syrian engineering codes, technical offer and the BoC
Third: Administrative Duties

1. Archive documents and papers relating to the projects implemented, hard copies and
electronic copies and share them with the team if requested.
2. Providing pictures to document the stages of Oxfam work:
1. Pictures before starting the project 2. Pictures during execution and for each stage 3. Pictures after execution and share them with the Oxfam Office.
3. Take pictures of the equipment sign boards.
4. Prepare certificates of hand-over, installation, execution, and operation, signed by concerned parties.
Forth: Other Duties:

1. Prepare as-build drawings (status quo) after completion of the works, when.
needed.
2. Prepare final project report (before and after).
3. Preparing PowerPoint presentations to explain all challenges and constraints.
faced during the implementation phase and lessons learned for future projects.
4. Conduct assessments for previous or current projects executed by Oxfam.
Deliverables:

a. Submit reports on the evaluation of the needs in the field of WASH to Oxfam Officers or the team leader.
b. Prepare draft BoQs for the proposed activities.
c. Submit reports on the implementation of activities to project officers (daily, weekly, and monthly as required).
d. Submit reports on the conformity of the executed works with the time schedule specified for the project.
e. Submit reports include the types of materials and equipment during delivery and
installation of the materials listed in the materials tables.
f. Submitting books of the survey to compare the quantities estimated by the contractors and Site Engineer with the ones included in the contracts.
g. Preparing reports on testing and running of the equipment and test methods used by
the contractors.
h. Provide final electronic and hard copies of all documents used during projects.
i. Present clear and comprehensive AutoCAD drawings and schemes and including
actual measurements taken by the contractors.

General Requirement:

1. Report on all activities and work plans to the line managers in Oxfam Office.
2. Report immediately on any incidents / including field incidents, to the line manager in Oxfam Office.
3. Coordination with the responsible MEAL Officer to provide any related information requested by MEAL.
4. The above list is not exhaustive, nor exclusive. You may be required to take other responsibilities and tasks in the context of your job by the line manager.

Qualifications
• Holds a university Engineering degree (preferable in Civil or Mechanical or Electrical Engineering).
• Practical experience of 3 years or more in WASH projects Especially (Sanitary, Water Network and water pumping stations Projects).
• Previous work experience not less than 2 years with LNGOs/INGOs in WASH field.
• Strong communication and interpersonal skills with a diverse range of people, including with rural.
• practical knowledge of Preparing BoQ and BoC.
• Very good command in using Microsoft Office and AutoCAD Program.
• Good written and spoken English.
• Present and prepare concise reports with Good planning skills.
• Able to work under pressure.
