Responsibilities
1. To assess emergency WASH needs in affected areas, shelter/ buildings with IDPs/hosts needs, and also technical assessment for the boreholes/wells and damaged water systems/networks as directed by Team leader.
2. Assess and prepare needs of repairs, replacement of the plumbing wares and sanitary wares in buildings/facilities IDP took refuge, prepare action plan and response to the need.
3. Review, check and where necessary prepare technical specification of water and sanitation works, prepare implementation plan and approach (hiring sub-contractor, skills) and task management.
4. In coordination with logistics- update market condition, availability, suppliers list and price of the materials, raising requisition and following up supplies status of WASH materials for the project activities.
5. To visit sites, inspect technical works, reassess needs and conduct trouble shooting and propose remedial as appropriate.
6. The work will include management and administrative duties and co-ordination with other members of the project and with staff of other organisations
7. Identify and supervise technical resources needed to complete the assigned scope of work. Review work done, quality, and ensure the project stays within assigned schedule and cost targets.
8. With the Public Health Engineering Team Leader, establish systems and controls for daily site checks and documentation
9. With the guidance of the Public Health Engineering Team Leader, ensure that health and safety monitoring is incorporated into all daily site supervision activities.
10.To liaise closely with the Public Health Promotion Team throughout the planning, design and implementation stages of the Public Health Engineering Programme. Hygiene promotion is a vital element of such public health engineering programmes
11.To report regularly, verbally and in writing to the Programme Manager or Public Health Engineering Team Leader and to represent Oxfam to other NGO’s, agencies and Government authorities where requested.
12.To ensure that all programmes take gender issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision making around public health engineering issues.
13.May be asked to perform role of acting PHE TL in their temporary absence

Qualifications
1.Civil or suitable Engineering degree/diploma with minimum 2 years working experience in water/construction sector. Experience could substitute for a formal qualification, but not vice versa
2.Team, project, tendering and contract management experience is an advantage.
3.The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.
4.Diplomacy, tact and administrative skills in order to work with people at managerial and, on occasions possibly senior government levels.
5.The post holder should be at ease and suitable to work with all section of affected people regardless of gender, sect, cast and religious affiliation.
6.Well developed interpersonal and team skills and proven ability to be flexible in demanding situations.
7.Good written and spoken Arabic and English is essential.
8.Sympathy with the aims and objectives of Oxfam.
