Responsibilities
Under the supervision of the MEAL Manager, supervising 2 MEAL assistants, in direct communication with the Damascus MEAL team MEAL staff, the MEAL Officer shall contribute to the quality improvement of TGH field monitoring, data collection and analysis as well as complaints collection, registration systems and dissemination of information on TGH complaints and feedback mechanism among beneficiaries. While based in Hama, the MEAL Officer will support the field WaSH and Education/Protection program departments to ensure quality data collection system on the ground; in the areas of Hama, Aleppo, and Idleb. The MEAL Officer will also participate to the data analysis and related reports and will be actively involved in the deployment of an online monitoring database at Syria Mission’s level.

Responsibilities:
1- Monitoring and Evaluation:
- Assist in designing M&E plans and activities, as part of the mission’s MEAL System. This includes support in contributing to MEAL workplan, tools and databases, indicator follow up, data entry, compilation and analysis, etc.
- Coordinate with other MEAL staff and program colleagues to design and carry out M&E activities such as field assessments, household interviews, focus group discussions (FGDs), key informant interviews (KII), direct observation, activity monitoring checklists as well as other baseline and end line studies, post-distribution monitoring (PDM), impact and satisfaction surveys as agreed with the MEAL Manager and in coordination with SARC.
- According to the MEAL system, gather the compiled databases, ensure cleaning and reliability of the data, analyse the collected data on a regular basis, and provide reports observing the impact and performance of key indicators and sharing/present results with the relevant team members during dedicated and regular workshops.
- Assist in designing assessment and evaluation plans and tools as agreed with line manager and in collaboration with Programs department, including the design of data collection forms in Kobo Toolbox, analysis and report writing.
- Ensure reliability of collected data and capacity building of the field teams through training provision on MEAL related topics, spot checks and monitoring field visits.
- Organize and conduct trainings for staff members on TGH MEAL system to promote the awareness and understanding of the shared responsibility of MEAL function among all staff members.

2- Accountability:
- Support in ensuring the effective implementation of the Complaint and Feedback Response Mechanism (CFRM) throughout the mission.
- Collect complaints and feedback as specified in the CFRM procedure. This includes face to face/door to door activities, monitoring visits, help desk during distribution, collection of feedback boxes, etc.
- Follow up and analyze the collected complaints and feedbacks from beneficiaries and stakeholder, in accordance to the complaints procedure and as agreed with the line manager.
- Organize and conduct trainings for staff members on TGH complaints and feedback mechanism as well as PSEA.
- Promote the awareness and understanding of accountability principles and activities among all staff members.

3- Information Management:
- Assist in the development and operationalization of an online monitoring database of TGH’s activities in Syria.
- Ensure proper storage of collected data through coordination with Programs department.
- Assist in producing quality visuals and analysis using required software (i.e. Excel, Google Data Studio, PowerBi).
- Support in the writing and reviewing of donor reports and data analysis, as agreed with the Grants Officer.

4- Ensure translation into English/Arabic as soon as necessary for working documents:
- Translate in case of misunderstanding for staffs.
-Translating memos or other documents as necessary.

Qualifications
- 1-year experience working in MEAL for INGOs or LNGOs, or similar work environment
- Strong understanding of the humanitarian sector or equal experience with INGOs or LNGOs
- Strong experience of collecting and analyzing quantitative and qualitative data
- Very good knowledge in Monitoring, Evaluation, Accountability and Learning
- Computer skills, particularly Microsoft Word, Excel, Power Point…. And Kobo system
- Communication and facilitation skills
- Prepared to undertake regular travel within the country and within the region
- Ability to work on the field with partners and beneficiaries.
- Proven ability to work in a team - including in multicultural team
- Ability to work under pressure, ability to prioritize and commitment to meet deadlines.
- Commitment to the aims and objectives of TGH and strong commitment to humanitarian principles, gender equality and social justice.


Soft Skills:
- Motivated self-starter with an appetite for learning
- Critical thinking skills and the ability/tactfulness to question existing work methodologies
- Eagerness to remain up-to-date with the latest MEAL best practices and international standards
- Excellent command of the English language is notable plus

Established in 1994 TGH is an International Non-Governmental Organization (INGO) designing and implementing emergency, rehabilitation and development programs. Its action includes several areas of expertise within a comprehensive approach: the programs fall within the fields of Education; Water Hygiene & Sanitation; Food Security, Livelihood & Rural Development. In 2018, TGH operates in 10 countries and manages 70 programs.

TGH has been registered in Syria in May 2017 and works under the coordination of the Syrian Arab Red Crescent (SARC). Both Organisations have agreed to cooperate in order to enhance their common objective of offering humanitarian aid to the Syrian affected people that need help wherever it is possible in the country. The main TGH sectors of activities in Syria are WASH and Education.

A preliminary assessment in the WASH sector has been carried-out by TGH from 18th July to 27th July 2017 under the coordination and with the support of SARC. Another one has been conducted by TGH team and SARC in Hama in October 2018.

Since then, TGH signed 2 WASH projects in Hama under SHF and Rural Damascus under CDCS, and is planning to submit project proposal to various donors in 2019.
