Responsibilities
Under the general supervision of the Chief Field Office in Deir-Ezzor, and direct and close technical and administrative supervision of the Health And Nutrition Officer (mentioned below as TO or The Officer), the Third-Party Facilitator will:

(1) Provide technical support to the TO regarding supervision and supportive visits to the implementing partners of Health and Nutrition program.
(2) Provide regular and systematic technical support to Health and Nutrition program regarding field visits to implementing sites and Warehouses in the city and rural (both banks of the river) of DEZ through formal reporting line.
(3) Document main findings technically into field visit report and advise when and where needed regarding medical practice of health caregivers and nutrition screening through volunteers.
(4) Provide administrative support to TO regarding preparation of trainings, reports preparing, data collection, and any requested field work.
(5) Provide Technical support to the TO regarding EPI (Expanded & Essential Program on Immunization) in data collection, findings registration, support to DoH and field visits to monitor and report RI and campaigns.
(6) Provide all program quality assurance activities based to TO instructions (warehouse inspections, validation of received items and supplies) and due to the need and request.
(7) Provide technical services to ORGANIZATION programmes primarily in all districts of DeirEzzour governorate, through ensuring regular and systematic technical advice, quality assurance and technical guidance to implementing partners and counterparts, for the efficient implementation of ORGANIZATION programmes and effective achievement of results for the benefit of Syrian children and women.
(8) Identify capacity and technical gaps of implementing partners and counterparts and provide technical support to the programme officer (Health and Nutrition officer) to ensure capacity building and on the job training as needed.
(9) Provide input to technical documents as required by DEZ H&N officer and Programme Sections in Damascus, ensuring all technical input is closely aligned to national programme strategies as approved at country office level;.
(10) Conduct regular filed visits, primarily to hard-to-reach areas, based on requests by Field Officer to provide technical oversight and guidance to Health and Nutrition programme partners, conduct needs assessments, and gather technical information that will help inform ongoing programme development and implementation.
(11) Within 5 days following each field visit, produce a trip report according to the standard format provided by ORGANIZATION and submit the report to the designated Technical Health and Nutrition officer for further dissemination and action by the relevant persons.
(12) Conduct regular situation monitoring in specific areas based on requests by the Field Officer to assess the overall humanitarian situation and document the needs of affected populations, of women and children.
(13) Conduct regular visits to monitor programme activities supported by ORGANIZATION, with a focus on:
a) Assessing programme implementation by Implementing Partners through PCAs (Programme Cooperation Agreements) and SSFAs (Small-Scale Funding Agreements) as well as programme implementation by government ministries and agencies according to the ORGANIZATION Syria Country Office Annual Work Plans.
b) Verifying supplies are delivered to target beneficiaries in line with relevant programme documents and documenting any delays and bottlenecks.
c) Conducting post-distribution monitoring (PDM) of supplies to assess beneficiaries’ feedback in terms of the quality, timeliness and relevance of supplies delivered. Other end-user monitoring of specific programmes will be conducted as required by the Field Office.
(14) Validate results data provided by implementing partners in their progress reports. Report any actual or potential deviation from implementation plans.

(15) Any other tasks assigned by the supervisor (Health and Nutrition officer / CFO).


Qualifications
EDUCATION

•University degree in public health (Medicine).

WORK EXPERIENCE

•At least 2 years of post-graduate practice of Medicine or public health.
•Experience working with UN or NGO programmes/projects is an asset.
•Experience working with ORGANIZATION projects is an asset.

LANGUAGES

•Fluency verbal and written in English is an asset.

• Good computer skills, including experience with various software applications.
