Responsibilities
The Education and Protection Team Leader – Technical Advisor will be working under the direct supervision of the Education and protection program Coordinator. S/he will be responsible for following up on matters related to the Education and Protection projects in all governorates, assist the Education and Protection coordinator for projects’ planning and designing overall framework of the Education & Protection activities, supervise work of Education & Protection field staff; provide technical guidance on Education & Protection (including PSEA and Child Safeguarding) and ensure capacity building of Education & Protection staff.

MAIN Responsibilities:
Contribute to Education and Protection Strategy Development, Implementation, Monitoring and Evaluation
•Support Education and Protection department on development and implementation of SIF overall and in-country strategies, its associated procedures and tools
•Contribute to SIF Education and Protection SIF strategies monitoring and evaluation through indicator collection and report to Education and Protection Coordinator
•Provide Education and Protection capacity building linked to SIF EWBC strategy, including capacity building in relation to CRBA

Contribute to ensure efficient SIF Child Safeguarding Policy (CSP) & PSEA implementation
•Understand, adhere and ensure implementation of the organization’s Child Safeguarding and PSEA policies
•Support SIF Head Office for PSEA policy development
•Act as main Focal Point for SIF CSP and PSEA policy
•Contribute to updating CSP and PSEA risk mapping, develop a mitigation plan and ensure its implementation
•Develop and implement a CSP and PSEA annual implementation plan
•Support integration of CSP and PSEA policy in SIF Syria mission procedures
•Contribute to development of child safeguarding and SEA incidents guidelines
•Contribute to sensitisation and training of CSP and SEA for SIF staff in Syria, in particular other Focal points
•Contribute to sensitisation of SIF partners and service providers to SIF policies and their implementation
•Contribute to child safeguarding and SEA incident management
•Capitalise both internally and externally on child safeguarding and SEA experience
•Handle sensitive information in line with SIF CSP and PSEA policy
•Ensure personal and sensitive information of children is kept in a safe place to avoid access of irrelevant persons

Contribute to All Base Projects’ Development & Implementation
•Support development of new proposals with Education & Protection focus in response to calls for funding, ensuring integration of lessons learnt from previous projects & sector priorities
•Assist the Education and Protection team to develop & improve the projects’ logical frameworks
•Provide technical expertise for Education and Protection activities, including SOP development, their implementation and mainstreaming of relevant international guidelines
•Develop technical tools for Education and Protection activities
•Create and/or use HR tools for an effective remote staff management
•Contribute to recruitment and management of project staff, in particular the Education officer, Education Assistant & the all-round log
•Develop and update Job Descriptions & Technical Tests
•Supervise the Education & Protection field staff, from officer level, and support them to solve the issues faced during the implementation of the activities
•Ensure the planning & timely implementation of project activities as per the project management guidance and detailed implementation plans such as PMP (activity, communication, procurement, MEAL)
•Follow SIF guidelines, especially for procurement, finance, safeguarding and data protection

Contribute to All Base Projects’ Monitoring, Evaluation, Accountability and Learning (MEAL)
•Monitor the projects through regular field visits in coordination with the MEAL team and Damascus Office
•Use and complete the PMP & other projects’ tools to monitor the progress of the project
•Participate to periodical project meetings with MEAL Department to assess project indicators achievement progress
•Lead & attend to periodical project meetings with Education & Protection Team Leaders, Coordinator & Program Coordinator to ensure the projects’ monitoring
•Analyse project data regularly, in order to monitor the indicators’ achievement progress and identify ongoing challenges
•Capitalize on the data collected and attend periodical lessons learnt meetings to improve programme delivery & quality during and after the end of the projects
•Capitalize on Education and Protection technical expertise through detailed capitalisation documenting and capacity building of relevant staff
•Maintain secured electronic records and paper files


Contribute to All Base Projects’ Reporting
•Support as needed to the Education and Protection Coordinator on the projects’ progress reports
•Prepare periodic internal progress reports (including PMP) and ensure their timely submission to SIF Head Office
•Contribute to weekly, monthly, quarterly and annual reports for donors, in particular 4W, narrative and financial reports & ensure their timely submission
•Assist the Education & Protection Coordinator in preparing other relevant reports
•Ensure means of verification including photos, beneficiary consents, success stories/case stories are shared with SIF Head Office
•Archive project related documents timely
Ensure coordination with external stakeholders such as governmental institutions, local authorities, clusters and SIF partners
•Update and ensure use of mapping of social and non-governmental services available in Syria, including preferred communication & contact details
•Coordinate with relevant government, non-governmental authorities and key community leaders to ensure effective and efficient implementation of SIF projects & SIF reputation
•Ensure participation of SIF in activities related with Education and Protection sectors at local level
•Represent the Organization at Education and Protection coordination meetings and events

Qualifications
•At least 3 years of management experience in an NGO environment
•At least 3 years’ experience in education in emergencies and/or protection
•Bachelor’s degree in education, social studies, social work, psychology, or related field
•Proven track record in delivering technical support
•Knowledge of humanitarian donors (especially UNICEF, UNHCR and ECHO) & their procedures
•Knowledge of donor priorities and thematic strategies
•Experience of managing several projects (and tasks) simultaneously, define priorities and analyze information
•Experience of providing technical guidance and expertise
•Knowledge of international humanitarian system, accountability & technical standards (such as KCS, INEE, CPHA & CHS)
•Fluency in written and spoken English
•Excellent computer skills: Word, Excel, Outlook, PowerPoint
•Interpersonal, Communication and Presentation skills
