Responsibilities
Program Implementation and Support

• Develop and manage comprehensive work plans for Early Recovery and Livelihoods- Micro, Small, and Medium-sized Enterprises (MSMEs) Programme activities, ensuring alignment with project goals, donor requirements, and logistical feasibility.
• Provide effective leadership and supervision to the project field team (Reporting Officer, Field Assistants and Data entry assistant by coordinating activities, addressing challenges promptly, and fostering a collaborative and supportive work environment.
• Collaborate with the Programme Manager to analyze monthly financial reports, identify budget variances, and develop strategies to optimize budget allocation in accordance with the work plan.
• Assess needs for goods and services required for project activities. Prepare clear requisitions and work collaboratively with the Logistics department to ensure timely procurement processes.
• Cultivate productive and professional relationships with local partners (e.g., SARC), stakeholders, and INGOs through effective communication and negotiation. Foster program collaboration and achieve desired outcomes through a partnership approach.
• Partner with local organizations to conduct comprehensive needs assessments that identify protection gaps and areas of concern in current and prospective areas of operation. Utilize findings to develop well-defined Situation Reports (SITREPs) to inform future project proposals.


Reporting and Documentation

• Monitor project performance against established protocols, actively identifying and addressing issues within designated timeframes.
• Ensure the accurate and timely completion of internal and external project reports, adhering to donor guidelines and best reporting practices.
• Systematically document project activities and outcomes through well-written case studies, multimedia resources (videos/photos), and clear and concise lessons learned reports.
• Collaborate with field staff and MEAL specialists to:
o Develop or strengthen Monitoring, Evaluation, Accountability, and Learning (MEAL) tools specifically designed for protection activities.
o Ensure adequate and effective monthly monitoring and evaluation (M&E) of Early Recovery and Livelihoods- Micro, Small, and Medium-sized Enterprises (MSMEs) Programme activities.
• Oversee the proper collection, storage, analysis, and dissemination of Early Recovery and Livelihoods- Micro, Small, and Medium-sized Enterprises (MSMEs) Programme data following ethical data management principles and COOPI's data protection protocols.
• Support the Head of Programme/Programme Manager in effectively disseminating project findings and ongoing analysis within COOPI.


Quality Assurance and Compliance

• Conduct regular field visits to monitor program implementation quality and prepare comprehensive monitoring reports.
• Facilitate regular meetings with project field staff and relevant personnel to discuss challenges and priorities, develop action plans, and promote knowledge sharing amongst the team.
• Foster a positive, inclusive, and respectful work environment by promoting conflict resolution, sensitivity, and productive communication among staff and stakeholders.
• Ensure all project activities are implemented in strict accordance with COOPI's Code of Conduct, Standard Operating Procedures (SOPs), protection policies, and guidelines on Preventing Sexual Exploitation and Abuse (PSEA).
• Perform any other project-related tasks assigned by the Head of Programme (HoP).


Qualifications
Education:

• Master's degree in a relevant field preferred (e.g., International Development, Livelihoods Studies, Agriculture, Social Work). A Bachelor's degree with extensive relevant experience may be considered.

Experience:

• Minimum of 2 years of experience in program management, livelihood interventions, or a closely related field within the humanitarian or development sector.
• Proven experience in designing, implementing, and monitoring livelihood programs, particularly those focused on emergency contexts.
• Demonstrated ability to lead, motivate, and supervise field teams in achieving program objectives.
• Understanding of market systems analysis and value chain development.
• Experience in working with cash transfer programming (preferred).
• Knowledge of relevant humanitarian principles and best practices (e.g., Sphere Standards).

Skills:

• Strong analytical and problem-solving skills, with the ability to identify livelihood gaps and develop effective solutions.
• Excellent communication, interpersonal, and negotiation skills to build strong relationships with beneficiaries, local communities, government counterparts, and donors.
• Proficiency in conducting needs assessments, data collection, and analysis.
• Experience in monitoring and evaluation (M&E) methodologies for assessing livelihood program impact.
• Strong written and verbal communication skills in English, with fluency in the local language (Arabic) being a significant asset.
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and relevant project management software (e.g., MS Project).
• Ability to work independently and as part of a team in a fast-paced and demanding environment.
• Commitment to gender equality and social inclusion in program design and implementation.
• Experience working in a cross-cultural environment and demonstrating cultural sensitivity.
