Responsibilities
MANAGEMENT and STRATEGY:
Plan and implement departments strategy include but not limited to evaluate budget and expenditures, prepare cost estimation and ensure targets are met.
Liaise and cooperate with Senior Management Team and Program Managers on logistics and procurement matters; and participate in coordination and planning meetings.
Work on forecasts and inventories, keeping an accurate record of the process and analyzing performance
Manage the costs involved while maintaining quality
Managing the maintenance of office
Develop new and existing relationships with suppliers
Implement new technologies and stay alert to new trends and developments in the sector.
Prepare monthly, quarterly and annual procurement plans and progress reports as required
Oversee the recruitment, selection, capacity building and performance of staff, as required.
Ensure that staff supervised and evaluated regularly and got the needed training to maintain the highest standards of accountability and professionalism.
Strengthen and develop relevant policies and procedures that would enhance the operations at the department.
LOGISTICS
Lead coordination between the logistics team and program/area managers to facilitate effective, efficient and timely program implementation.
Manage subcontractor activities, reviewing proposals, developing performance specifications, and serving as liaisons between subcontractors and organizations.
Actively engage with freight forwarding agencies, transportation liaison, freight handling/clearance agents to ensure flight booking for business trips are managed on time.
Ensure that all fuel resources (consumption, inventory, usage, etc.) are managed and controlled with high-quality operations.

PROCUREMENT MANAGEMENT:
Liaise with Program staff to ensure any requirements for procurement support are identified approved and procured in a timely, well-documented and cost-efficient manner.
Implement an annual planning process to streamline repetitive procurement of goods to increase competitive tendering and internal processes.
Liaise with the Program staff to get the required specifications for the equipment and advise the concerned teams.
Establish and update supplier database as necessary arrange for preferred supplier agreements for types of supplies as well as services on a regular basis.
Ensure that local market surveys are regularly carried out, to ensure a full knowledge of the availability and price of local items.
Manage and ensure timely purchase and delivery of equipment and consumables in accordance to the policies and procedures of the Association.
Use excellent customer service skills, establish and maintain effective working relationships with vendors.
Source new vendors for better quality inventory and negotiate for better prices and prepare the procurement support documents.
Manage supplier relations and negotiating contracts, prices, timelines, etc.
Ensure accurate and timely payment of invoices, as necessary for the Association with the suppliers.
Manage performances and contracts of long-term and short-term suppliers and ensure quality standards are met.
Pro-actively engage in procurement planning and ensure that proposal documents and on-going projects are fitted with relevant and updated procurement plans.
Ensure that all procurements are tracked and recorded to identify items that should be part of a pre-approved tender process.

FLEET MANAGEMENT
Supervise and coordinate all matters logistics relating to transport and fuel management, to ensure that vehicles are insured, asset managed correctly, being driven safely, maintained appropriately, damages are reported,
Ensure that vehicles internal equipment is complete and serviceable; and that usage of fuel is correctly supervised and logged and recorded.
Ensure proper recording on fleet management (e.g. log books, fuel consumption … etc.) according to vehicles policy;
Supervise drivers and ensure adherence to transport and relevant safety SOPs;
Ensure all generators are properly operated and regularly maintained
Liaise with security personnel on security-related transport issues, such as booking in/out, radios etc.

Child Safeguarding (CS)
Child protection is everyone's responsibility
Responsible within own area of work to prevent and protect children of all forms of abuse, abandonment, exploitation, violence and discrimination based on SOS Child Protection Policy principles
Responsible for reporting any CS suspicion, concern, allegation or incident immediately following Child Safeguarding reporting procedures. CS reports should be made to the national CS focal person or any other member of the national CS team and/or to the respective line manager.

Qualifications
 Bachelor/license Degree in business administration preferably in Logistics, Supply Chain Management or similar level qualification or any other related field
 Proven experience of a minimum 3-5 years in humanitarian logistics in NGOs/ INGOs with progressively senior management responsibilities.
 Experience and capacity in managing and prioritizing a high workload and multiple tasks in a fast-paced environment with tight deadlines.
 Very good English language skills

Salary and Benefits
