Responsibilities
The Safety and Security Manager is responsible for leading the development and day-to-day implementation of AKF’s safety and security operations. He/she shall coordinate with partner agencies' Security Focal Points concerning implementing prevention, mitigation, preparedness, and protection strategies for operations country-wide as well as assisting in the event of a critical incident or crisis. The Safety and Security Manager shall ensure that policies, procedures, and operations are in alignment with AKDN Security Level System (SLS) requirements. The incumbent will report directly to the Operations Director.
ROLES AND RESPONSIBILITIES:
Risk Management:
- Ensure agency-specific security documents are in place, operationalized and communicated to all staff.
- Work across departments to complete risk assessments for office operations, provide advice on local security dynamics, and context analysis and ensure stakeholder engagement plans are in place as part of the risk assessment process.
- Conduct a comprehensive risk assessment for new projects within AKF including any associated initiatives
- Discuss and determine risk mitigation strategies for AKF operations with the Senior Management Team.-
- Submit security reports (daily, bi-weekly, monthly, etc. – as determined by the management) for the Senior Management Team and HQ and disseminate regular security updates.
- Ensure effective communication plans are in place to contact staff and visitors should it be required.
- Develop and deliver visitors' security briefings, and ensure all visitors into the country are provided with a security brief and required support during all stages of their travel.
- Ensure all AKF drivers have undergone the necessary driver safety training and that vehicles are properly maintained, regularly checked for safety compliance, and all passengers observe vehicle safety practices.
- Coordinate security plans, standards, policies, and assessments with other agencies to ensure alignment and mutual support.
- Prepare and submit the annual security audit for AKF Syria.
Incident Management:
- Ensure a crisis management plan is in place for AKF operations and understand the methods of activating the plan
- Establish an efficient communication system for conducting headcounts of staff in the event of an emergency and conduct drills to verify the system is functioning well and is up to date.
- Coordinate with local security and emergency services, first responders, local hospitals, and repatriation providers.
- Assist AKF’s Crisis Management Team with continuity of operations activities during and following an incident. Assist with the completion of after-action reviews. Make recommendations for improvements, remedial or corrective action.
- Support other AKDN agencies in their efforts to respond to, mutually support or manage a crisis or emergency.
Site Security Management
- Ensure the necessary physical security systems (based on a risk assessment) are in place for each AKF site in country.
- Ensure the physical security systems being utilized are well maintained and functioning properly, including doors, and locking mechanisms, CCTV, alarm systems, safe rooms, safes, fire safety precautions (fire extinguishers, smoke detectors, information signs, evacuation/exit signs) etc.
- Managing guards or security personnel hired or contracted by AKF.
- Conduct routine site visits for AKF projects to physically assess sites and the operating environment and ensure compliance with safety and security standards and provide security advice and recommendations as necessary.
- Conduct site security assessments on external sites, hotels, and areas which AKF staff and visitors may visit, work, or socialize in – to include an assessment of modes of transportation.
- Assist sister agencies with operational and site security measures above, where requested
Information Monitoring, Analysis, and Dissemination:
- Collect, verify, and analyze national, regional, and local information that affects or could affect the security of AKF personnel, assets, reputation, and programs.
- Maintain an up-to-date, accurate operating picture through local networking and monitoring of local/international media, social media, and other open sources.
- Disseminate clear information and guidance to all AKF office staff and leadership in support of the journey management, site security, risk and incident management processes.
- Remain on call to respond to and follow up on information requests and events that may impact security.
- Maintain information security in accordance with AKF information security procedures.
- Ensure all international visitors are properly tracked and able to be contacted.
Stakeholder Engagement:
- Attend the Security Coordination Cell (SCC) meetings as per SLS requirements and extraordinary meetings where circumstances require.
- Encourage and support the establishment of regional SCCs where appropriate.
- Foster a security culture within AKF, and maintain close coordination with management and staff in each office/region through regular dialogue, briefings, training, and mentoring.
- Develop sound working relationships with AKF staff, directors, managers and other agency and security focal points and work to improve internal and inter-agency coordination in security-related matters.
- Develop and maintain a network of contacts to improve the passage of security-related information within AKF and other AKDN agencies and seek out opportunities to develop formal and informal cooperation with internal and external stakeholders.
Training and Capacity Building:
- Ensure basic safety and security awareness training is conducted annually for all staff emphasizing that everyone has a role in maintaining safety and security.
- Work with the management to discuss additional specialized training needs for staff.
Resource Management:
- Assist the Operations Director and finance department with the development of the safety and security budget.
- Work with the Operations Director and finance department on any procurement requests for safety and security operations.

Qualifications
- The applicant must have a University Degree in Business Administration, Political/Social Science, or International Relations, disciplines of security management will be an asset .
- Minimum 10 years of experience in the security sector within Syria or an international context .
- Other relevant security industry certifications such as CPP, APP, PSP, PMP etc.
- Strong training skills.
- Strong competencies in security analysis.
- Organizational and time management skills.
- Proven leadership abilities and demonstrated management experience.
- Ability to travel regularly within the country to all project locations and occasionally international travel
- Fluency in local languages and dialects.
- Strong English Language skills, including writing
- Male applicant should have finished their military service, exempted, or postponed for one year at least.
