Responsibilities
Road to Resilience: Making Rural Agricultural Communities in Syria more viable (RRMACS) aims to enhance the resilience of rural communities, with a particular focus on women and youth in six target governorates: Hama, Homs, Aleppo, Rural Damascus, Tartus, and Sweida. This will be achieved through (i) engaging the small-holder farmers in Farmers Groups and enhancing the cooperative actions, (ii) strengthening strategic agriculture, horticulture, and livestock value chains (iii) increasing access to agriculture business services and financing.
The Grant Officer will work in close coordination with Programme, Partnership, Monitoring, Evaluation, Research and Learning (MERL), Gender Equality, Finance, and Operations teams. He/she will ensure that all grant-related deliverables and commitments are met and in full compliance with donor grant agreement, including quality reports, work plans, and other grant contract requirements; establishes and maintains good day to day relationships with current and potential donors and partners, and support the fundraising efforts of AKF Syria by contributing to development of concept notes and proposals, particularly for subsequent phases of existing grant. The incumbent will report directly to the Grants Compliance and System Coordinator.
ROLES AND RESPONSIBILITIES:
1- Grant-specific Tasks:
Grant Inception Phase:
- Support on the preparation of the inception phase workplan in collaboration with Projects, MERL, Finance, and Operations teams.
- Support on the project internal inception workshops, where he/she develops grant compliance summary sheet focusing on donor and internal compliance requirements in collaboration with Projects, MERL, Finance, and Operations teams.
- Support on conducting an inception meeting for key external stakeholders in collaboration with the key project leadership.
- Support on finalizing partner MOUs and SGAs under the assigned grant/s.
- Support on Conducting risk assessment and developing risk management plan.
- Support on the finalization and submission of project plan documents to donor/s for approval.
Grant Implementation Phase:
- Plan and coordinate the following meeting: monthly project coordination meetings to review operational matters; quarterly project team meetings review project performance for scope, time, and budget; and annual reviews focused on the progress towards technical programme objectives and strategic priorities.
- Maintain strong communication with key personnel of the donors for timely exchange ideas and discussion on the issues pertinent to grant management.
- Lead on the development and timely submission of quality donor draft reports in collaboration with programme team, MERL, Gender Equality, Finance and Operations teams in accordance with donor requirements.
- Ensure timely response to donor requests in collaboration with Projects, MERL, Gender Equality, Finance and Operations teams.
- Ensure changes to projects are aligned with donor compliance requirements and coordinate with the team to prepare an extension request; if needed.
- Collaborate with the project team to regularly update the project-level risk management matrix.
- Update the Issue and Action Plan Matrix with relevant details as highlighted by programme team in the monthly and quarterly meetings and donor reports.
- Ensure the monthly 4Ws are submitted on time in collaboration with MERL.
- Coordinate donor/external audits, evaluations, monitoring visits, and field missions with relevant Units as needed.
- Coordinate with Projects teams and AKF Communications staff to develop quality success stories and ensure that project activities are captured with quality photos.
Grant Closeout Phase:
- Coordinate closeout meeting with donor and submit the closeout plan to donor for approval; if required.
- Submit asset disposal plan and disposition certificates and completion report to donor; if and when required.
- Lead on the development and timely submission of the donor final reports in collaboration with programme team, MERL, Gender Equality, Finance and Operations teams in accordance with donor requirements.
- Ensure that final narrative reporting is completed in accordance with donor requirements and that reports are submitted on time.
- Finalize and submit final closeout documents to donor for approval.
- Complete closeout checklist and update Award Information Management System (AIMS) to reflect project closure.
- Maintain the overall grant documents that include the grant agreement, knowledge and communication products and all project deliverables.
- Coordinate final donor/external audits with relevant Units as needed.
2. Core Tasks:
- Attend sector meetings upon the request from programme team.
- Contribute to the development of concept notes and proposals for Phase II of any project or project related to similar theme, specifically for subsequent phases of existing grant, in collaboration with Programme, Parentship, MERL, Gender Equality, Finance and Operations teams.
- Regularly update the Grants Data Management system (updating grants reporting schedule with alert system, and grants updates).
- Closely monitor the application of AKF Grant Management (GM) Standards and actively facilitate the usage of GM toolkits in collaboration with Project staff.

Qualifications
- The applicant must have a university degree in a related field.
- At least two years of experience in donor and grant management or similar fields with INGOs.
- Knowledge and understanding of gender equality principles and integration in project design, planning, budgeting, implementation, monitoring and evaluation.
- Strong report writing and research skills.
- Strong time management, communication and problem-solving skills.
- Good analytical, facilitation and presentation skills.
- Ability to work with a team and under pressure.
- Good command of Computer and English language skills (written and spoken).
- Male applicant should have finished their military service, exempted, or postponed for one year at least.
