Responsibilities
Procurement Engineer
1.Reporting to the Project manager
2.Ensures that the procurement process is in adherence to company policies and procedures.
3.Develop and maintain in conjunction with Project Manager the Project Procurement Plan and Competitive Sourcing and Execution Strategies for Projects.
4.Lead Project related worldwide procurement activities, in close cooperation with Project Management, and delivering end to end (Engineering, Construction) sourcing projects.
5.Prepare and authorize purchase orders for a variety of materials and equipment in close cooperation with the Project Team and local entities.
6.Handle and manage Project RFQ’s, commercial evaluations, PO award and PO administration to final delivery and PO close out.
7.Develop and maintain a commercially sound Vendor base, survey the market for new supply sources including non-traditional ones and maintain Project “Approved Vendor List”.
8.Evaluate vendor performance on continuous basis.
9.Monitor and review market conditions and price & delivery trends for Project materials and equipment.
10.Provide support to project cost controls in procurement related activities, bid versus buy analysis and the preparation of cash flow plans for project purchases orders.
11.Provide project procurement reports as necessary and undertake tasks, activities and assignments at the direction of the Project Manager.
12.Develop and maintain formal procurement bid packages for bidding processes on all required material/equipment, in accordance with Company’s Standards and Project requirements.
13.Lead the negotiation of costs, and terms and conditions with Suppliers and Subcontractors based on Company’s Standards, and in close cooperation with Project Management and Contracts Management.
14.Receive and review requisitions, examining for correctness and verifying budget availability, in close cooperation with Project Controlling and proper authority for requests.
15.Ensure that Suppliers meet company’s quality and project standards, including documentation, workmanship, Change and Claims Management, cost and schedule.
16.Expedite execution of Purchase Orders and ensures timely delivery, including support of logistic activities
17.Monitor supply chain and supplier performance; while maintaining constant communication with suppliers to identify process, product and service improvement opportunities; seek document and realize cost savings and cost avoidance opportunities.
18.May be assigned to special projects and/or required to perform other duties not assigned, based on business needs.

Qualifications
-BS in Civil Engineering.
- Minimum 5 years of experience is a must.
- Must be organized and detail oriented.
- Must have good English skills.
- Knowledge of relevant best practices

Specific Vacancy Requirements
