Responsibilities
II. Context
UNDP in Syria plays a leadership role in strengthening the resilience of the most affected communities by seeking to reduce poverty and inequality, improve local governance capacities, address environmental and energy barriers impeding recovery, and ensure the empowerment of women and girls in all these areas. The aim is to strengthen community resilience with a focus on local communities.
The concept of “area-based Approach” (ABA) is an approach to development that offers a tailored, holistic, and participatory strategy for addressing the multifaceted challenges faced by communities in specific geographic areas. By focusing on place-based solutions and engaging local stakeholders, Also, this approach can contribute to more sustainable, inclusive, and resilient development outcomes by enhancing the local community’s participation in developing the recovery plan for their communities.
Within this context, the local governance and service delivery component of the Country Programme seeks to reduce the lack of basic services provided and spaces for community participation in the local governance process, which is one of the fundamental foundations for peace and long-term development, in addition to UNDP’s encouragement for local governance to be more inclusive, responsive and representative, and for local administrative units to provide more equitable, effective and gender-sensitive basic services that would enhance the resilience of the most vulnerable people in local communities. The programme also aims to support greater representation and participation of the community, particularly women, in local planning processes. This provides opportunities and mechanisms for citizen participation in local decision-making and prioritization.
III. Objectives of the Assignment
The ABA- Project Technical Officer will be recruited, through a third-party contract, to support the implementation of UNDP's Social Cohesion and Local Governance activities in the field. The project technician will be in direct contact with beneficiaries and stakeholders to achieve the project's outcome, which is to enhance community participation and improve horizontal and vertical coordination links across various societal and governmental levels.
IV. Scope of work (Indicate if this is Time-Based Contract or Output Based)
Under the overall direction of the Area Manager and close collaboration with the UNDP Local Governance and Community Infrastructure Associate, the ABA - Project Technical Officer will be responsible for support implementing all activities of local governance projects in the central area.

1.Ensure effective implementation and follow up of a detailed work plan with specific deliverables, activities, timelines, roles and responsibilities of key partners and estimated budgets.
2.Maintaining collaborative working relationships among UN Agencies, INGOs, local stakeholders and communities to ensure integrated and harmonized efforts towards ABRS roadmap.
3. To support and facilitate the technical tasks required to ensure a timely and qualified operationalization of the participatory local recovery planning of the ABA, by:
a.Support and coordinate the timely development of the community recovery planning process with local authorities and relevant local stakeholders engaging the local communities.
b.Prepare and coordinate events, workshops, orientation sessions on ABRS related.

c.topics (knowledge management pathway, mapping needs, resources, solutions, collective outcomes, dialogue sessions, etc.) in coordination with a team of technical experts.
d.Support the organization and implementation of joint multisectoral needs and resilience assessments, ensuring the participation of local communities and various key stakeholders, in coordination with a team of technical experts.
e.Operationalize the monitoring and evaluation strategy and monitoring of indicators, targets, and the use of knowledge management tools.

4.Facilitate the implementation of participatory local recovery plans, including facilitating the identification of quick impact projects.

5.Support outreach communication and advocacy for the community recovery plan led by the same local communities.

6.Supporting the development of the Area Humanitarian Coordination Team (AHCT) joint action plan in line with the community recovery plan, together with the ABRS focal points.

7.Manage and monitor potential risks (social, environmental, financial, operational, political, regulatory, reputational, safety and security) throughout the process, escalating them to management as necessary and ensuring mitigation measures and compliance with an updated Project Risk Log framework.

8.Identify opportunities to deepen positive engagement with relevant stakeholders during ABRS implementation.
9.Prepare progress reports and ensure timely submission of the reports at the local and national level.

10.Ensure full documentation of the participatory recovery planning process and compliance with the expected means of verification.

11.Ensure mainstreaming the principles of gender equality, social inclusion, humanitarian principles, and do no harm approaches.

12.Plan and conduct regular field visits to ensure proper implementation of activities in the field.

13.Facilitate organized field missions including donor missions.

14.Draft and prepare a procurement plan and the necessary administrative and operational procedures to effectively achieve key deliverables and outcomes.

15.Perform other related duties as required, including other administrative and logistical tasks


Qualifications
V. PROFILE
- University degree in fields related to human development, engineering, social sciences, or humanitarian work, etc.
- At least 4 years' experience in fields related to humanitarian work, protection, development, peacebuilding, local governance, urban planning, community mobilization, etc. with vulnerable communities.
- Knowledge of humanitarian principles, area-based, “leave no-one behind”, gender equality, centrality of protection and "do no harm" approaches.
- National staff with a deep understanding of the local community dynamics of the assignment area.
- Proven experience in community engagement and direct work with vulnerable individuals.
- Proven ability to analyze complex problems systematically and efficiently.
- Proven ability to accept a high tolerance for change, complexity, unpredictability, multicultural and sensitive contexts.
- Computer literacy is a prerequisite
- Knowledge of written and spoken English will be an asset.
