Responsibilities

KEY RESPONSIBILITIES
To lead and provide professional, strategic, and technical support to the WASH team in respective
governorates to be able to assess, design, implement public health humanitarian, recovery, and resilience
program activities.
1. Foster and cultivate balanced Public Health Engineering and Public Health Promotion teams working
modalities for effective and sustainable implementation of WASH projects in strong coordination and
collaboration with WASH coordinator Syria.
2. Lead to identify capacity building needs of the Oxfam WASH (PHP AND PHE) team staff, partners where
applicable, and other stakeholders and build their capacities to develop stronger WaSH team in
respective hubs, this includes, CE among other approaches, etc. Play a coaching role to Oxfam WASH (PHP AND PHE) team on Public Health issues and provide/ arrange high-quality training to hub WASH
(PHP AND PHE) team.
3. Lead and support to develop quality and professional implementation guidelines, ways of working,
design, drawing, BoQs, etc for smooth implementation of WaSH activities at field level.
4. Support, develops and contributes to WASH (PHP AND PHE) proposals, innovations, and donor reports
that are of high quality and in accordance with Oxfam and donor requirements.
5. Ensure proper learning and feedback mechanisms. Incorporate best practices in projects and guide
WASH (PHP AND PHE) team on sharing strategies, procedures, successes, and lessons learned.
6. Working closely with country WASH team and other teams e.g. EFSVL, Gender, Protection, MEAL etc to
ensure that WASH approaches are appropriately integrated and of desired quality.
7. WASH TL will lead a team of PHE/PHP Officers in close coordination with WASH coordinator Syria and
manage their day-to-day quality activity planning and implementation. Lead his/her team through
performance objective setting and carry out performance reviews when needed.
8. Focal point to participate and represent Oxfam in sub-WASH/Health cluster coordination including
liaison among relevant sector actors including government line departments working in the respective
hub in order to build effective relationships.
9. Ensure that interventions strive to conform to Govt relevant policies, their OCS, WASH & EFSVL country
• strategies, SPHERE standards, and adhere to OI guidelines and protocols as noted above.


Qualifications

Essential
• University Degree in relevant field/significant relevant years of experience at this level with
• International Agencies or NGO’s.
• Minimum 5 to 8 years of relevant experience
• Demonstrated experience of leadership, Team management and capacity building of teams.
• Competency in use of relevant technology systems (MS Office suite, financial accounting, and accuracy
skills)
• Fluency in Arabic and English (written and verbal)
• Supporting in budgeting process to include monitoring and planning
• Strong influencing and networking
• Demonstrated skills in coordination with internal/external stakeholders
• Proactive in anticipating problems
• A mature understanding of relevant issues derived from at least five years of WASH field
• experience, preferably both in relief and development with an organization similar to Oxfam.
• Good demonstrable understanding of WASH particularly soft (PHP) approaches especially
• Community Engagement
• Purpose-driven, results-focused approach who takes responsibility for her/his actions and holds
• us accountable. Able to spend 25% time in the field
Desirable
• Recommends, influences and implements improvements
• Previous experience of People soft database
• Able to coach other staff
• Good planning skills to include flexibility and adaptability
• Self-motivated and takes initiative
• Auto-CAD, Archi-CAD, Google Earth, EPANET, and water modelling software. is an advantage
