Responsibilities
Develop comprehensive annual budgets by consolidating financial requirements from all program departments and field offices.
Monitor budget implementation closely, track actual expenditures against allocated budgets, and investigate variances.
Provide guidance to program managers on budget management, expenditure tracking, and adherence to donor requirements.
Prepare accurate budget reports, forecasts, and analyses for senior management and donor agencies.
Ensure compliance with organizational financial policies, donor regulations, and local legal requirements.
Implement robust internal controls and systems to safeguard financial integrity and accountability.
Collaborate with program teams to align financial plans with project objectives and propose cost optimization strategies.
Identify opportunities to enhance budgeting processes, controls, and reporting for improved efficiency and transparency.
Build capacity of finance staff through training and mentorship on budget management practices.

Qualifications
Bachelor's degree in Accounting, Finance, or related field; professional certification (CPA, CMA) is an advantage.
Minimum of 10 years of experience in budgeting, financial analysis, and expenditure control, preferably in an NGO setting

Knowledge of donor regulations, financial reporting standards, and legal requirements relevant to NGOs in Syria.
Proven ability to work in a fast-paced, multicultural environment with multiple stakeholders.
Demonstrated integrity, accountability, and commitment to ethical practices in financial management.
