Responsibilities
1. Development and implementation of the NRC Safety and Risk Management System at national level
2. Conduct Security Risk Analysis (SRA) according to minimum operational requirements (MOSS)
3. Minimize risks to the operations of NRC
4. Management of risk and operation staff as appropriate
5. Support, training, control and development of staff in all offices
6. Prepare reports as required
7. Communicate and cooperate with relevant external actors
8. Train and develop staff in safety and security
9. Compliance and adherence to NRC policies, guidance and procedures

Specific responsibilities
• Work closely in conjunction with the Country Director, Officers in the field and MERO to ensure safety and access are duly factored into programmatic as well as operational planning, decision-making and implementation.
• Develop and maintain updated protocols for staff movement and operations inside Syria (including hibernation plans; Proof of Life procedures; Fire Safety Plans; critical incident management protocol; etc.).
• Support program staff to manage their own and their staff’s safety & security by carrying out sound risk assessment relevant to the programs they implement.
• Facilitate information management and dissemination amongst others through weekly context updates as well as ad-hoc advisories and notices.
• Provide quantitative and qualitative data to program and support staff regularly and upon request.
• Liaise with other research, analysis, and professionals insofar as is necessary to support contextual analysis and risk management advice.
• Ensure full compliance with all aspects of NRC Global and Syria-specific security and Duty of Care policies, protocols and guidelines.
• Regular reporting to NRC Regional office and provision of qualitative and quantitative inputs and ad-hoc assigned tasks



Qualifications
• Minimum 5 years of experience from working as a senior Security or Risk Advisor in a humanitarian/recovery context or in a hostile environment
• Previous experience from working in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Fluency in English and Arabic, both written and verbal
• Valid driver’s license

NRC is a non-governmental, non-profit, humanitarian, independent organisation. It provides assistance to people affected by crises & i.e. refugees, internally displaced people, host communities etc. - to meet their immediate humanitarian needs, prevent further displacement and contribute to durable solutions.
NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. After almost 70 years of interventions all over the world, today NRC is organised as an independent and private foundation that cooperates closely with the UN and other humanitarian organisations, around the world as well as in Norway. NRCs funding base is not only diverse but also flexible, counting a number of different donors including the Norwegian Ministry of Foreign Affairs and the United Nations. In 2014 NRC assisted more than four million displaced and conflict-affected people around the world, and raised more than USD 250 million for our humanitarian programming. Currently NRC operates in 25 countries worldwide with over 5,000 staff members, the majority of which are national employees. The type of activities implemented in each context varies from country to country depending on the needs on the ground and priorities laid out in strategic response plans of Governments and the UN. However NRC mainly specialises in five programme areas: Education, Shelter, WASH, Food Security as well as supporting displacement affected population to access further services. Moreover, extensive expertise has been gained by the organization over the years also on Collective Shelters Coordination and Management.
In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
