Responsibilities
Generic responsibilities
1. Ensure compliance with NRC (global and national) policies and procedures, handbooks and guidelines where relevant propose new initiatives to bridge gaps in their implementation.
2. Provide direction, assign tasks and give instruction to staff, specifying their individual work plans, and evaluating individual team member’s performance.
3. Implement complex systems and procedures that conform NRC and Donor requirements, SOP's and handbooks, ensuring NRC policies and procedures are correctly followed with an anti-corruption, transparency and value for money focus.
4. Liaise closely with programme and partner staff to coordinate, plan and continuously update workplan as per programme needs.
5. Line management responsibility for Team members and oversight responsibility of training and information-sharing with staff, partners and beneficiaries.
6. Identify resourcing needs and assist in future recruitment of further team members.
7. Coordinate and prepare periodic reports and other documents on activities.
8. Ensure capacity building of staff and transfer key skills
9. Liaise and collaborate with relevant local authorities and stakeholders


Specific responsibilities
1. Manage and implement a delegated portfolio of projects (activities, budget and project documentation) as delegated from Area Manager in line with proposals, strategies and donor requirements, and ensure high technical quality;
2. Develop modalities for community engagement and identify synergies (within NRC and with other stakeholders) and opportunities for interventions, particularly in capacity building, referral to services and information provision;
3. Coordinate, and where necessary engage in, support to NRC integrated projects, to input on beneficiary identification and activity selection criteria, notably in collaboration with Shelter and Education Units;
4. Conduct field monitoring visits to engage with stakeholders, to support NRC field staff and uphold programme quality, ensuring that projects target beneficiaries most in need;
5. Represent NRC externally, and develop and maintain positive relationships with key interlocutors at Area level, and build the capacity of NRC field staff to maintain a network of stakeholders;
6. Oversee the team’s work in identifying and mobilising community focal points, as part of NRC’s area-based approach to service delivery;
7. Drawing inputs from field staff, provide regular field reports to Line Manager and Area Manager, highlighting technical or operational successes or challenges, and providing up-to-date briefings and analysis on relevant issues;
8. Contribute to strategy development, project proposals and input on needs and gaps;
9. Ensure compliance by the Officers and Assistants with policies, and implementation of data management and M&E tools;
10. Any other task relevant to the position as requested by the line manager.



Qualifications
2. Competencies

Context related skills, knowledge and experience:
• A university degree in law, social science or other related field.
• At least 3 years’ experience in project management, including supervision of staff and ensuring compliance with internal policies and procedures
• Significant experience in monitoring, evaluation and reporting on project activities
• Strong organisational and team work skills
• Prior experience of representing an I/NGO
• Advanced computer skills, especially in Microsoft Word, Excel, Power Point and Outlook;

2. Behavioral competencies

Specific Vacancy Requirements
Note that this is a programme position in NRC’s Capacity Building programme. The Capacity Building programme uses project funding to implement activities which build the capacity of diverse agencies and humanitarian response actors. This is not a Human Resources Department role.

About us
NRC is a non-governmental, non-profit, humanitarian, independent organisation. It provides assistance to people affected by crises & i.e. refugees, internally displaced people, host communities etc. - to meet their immediate humanitarian needs, prevent further displacement and contribute to durable solutions.
NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. After almost 70 years of interventions all over the world, today NRC is organised as an independent and private foundation that cooperates closely with the UN and other humanitarian organisations, around the world as well as in Norway. NRCs funding base is not only diverse but also flexible, counting a number of different donors including the Norwegian Ministry of Foreign Affairs and the United Nations. In 2014 NRC assisted more than four million displaced and conflict-affected people around the world, and raised more than USD 250 million for our humanitarian programming. Currently NRC operates in 25 countries worldwide with over 5,000 staff members, the majority of which are national employees. All NRC projects are supervised by the Head Office of the organization in Oslo while in the Middle East, NRC country offices report to a regional office based in Amman. All the programs are implemented in close coordination with governments and local authorities.
The type of activities implemented in each context varies from country to country depending on the needs on the ground and priorities laid out in strategic response plans of Governments and the UN. However NRC mainly specialises in five programme areas: Education, Shelter, WASH, Food Security as well as supporting displacement affected population to access further services. Moreover, extensive expertise has been gained by the organization over the years also on Collective Shelters Coordination and Management.
In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
