Responsibilities
1. PUI & Donor Regulations / Guidelines / Policies & Procedures / Controls:

- Assist in Monitoring/Evaluating/Revising the Compliance, Implementation, Soundness, Adequacy, and Effectiveness of existing:

o Operating Policies, Procedures, and Controls.
o Project Documentations.

- Help in implementing a periodic Internal Audit Control Function to check the eligibility of financial expenses / procurement purchase files/ HR files.

- Ensure that Cash handling procedures is respected and all procurements is conducted in compliance with donor guidelines.

- Follow up on all improvement plans and actions.





2. Field Visit Examinations / Spot Checks:

 Conduct frequent Field Visits into the mission’s field bases across Syria for sake of Examining Compliance Gaps pertaining to PUI’s:

o Procurement Policies & Procedures.
o Finance Policies & Procedures.
o Admin / HR Tasks & Duties.


- Conduct frequent Spot Checks and analyses of various programmatic, support functions and processes, as requested by Compliance Responsible / Directed by DHOMA, and provide recommendations for improvement if needed.


3. External Audit Requirements:

- Help in all preparations of External Audit Missions into PUI Syria in link with Finance and Procurement departments, and reply to all questions and queries made in this regard.

- Support Finance, Procurement and Program teams in audit preparations.

- Relay the findings raised by auditors to all concerned staff members and develop recommendations / evaluations into actionable steps that management and staff can undertake and implement alike.

- Follow up on the recommendations previously relayed and ensure deadline for corrections are met on time.


4. Reporting / Internal Investigations:

- Assist in realizing a monthly global assessment.

- Assist in drafting a monthly risk analysis control reports including recommendations/best practice advices for all support departments.

 Support in the internal investigation of allegations of suspected fraud or misconduct and produce required reports in coordination with Compliance Responsible / Directed by DHOMA.

 Monthly HQ Audit Check List.


5. Procurement Emphasized Tasks:

- Assist in the Maintenance and the systematic update of PUI’s Pre-Qualified Supplier/Service Provider/Contractor Lists with all discretion and fairness.
- Alternate Focal Point for all inquiries with suppliers as a whole.

- Assist in preparation of the mutinies of meeting of the Tender Open sessions

6. Archiving:

- Assist in the documentation of grants by creating a single file per grant with all the necessary documents.

- Assist in the documentation of written procedures and all documentation related to the program according to PUI archiving procedures.


Qualifications

Education required: Bachelor's degree in one of the following majors (Finance, Accounting, Business Administration).

Experience required: Minimum 1-year experience in a similar position. Relevant finance & accounting experience with INGOs will be highly appreciated

Language skills: Fluent in English and Arabic

Knowledge skills: Accounting procedures in INGOs, vouchers and invoice issuing, reporting procedures, Logistics procedures.

Computer skills. Excellent in MS Office

Other:
Knowledge of humanitarian actors
Excellent communication and diplomacy skills
proactive-demonstrates the ability to foresee problems and prevent them by taking action
