Responsibilities
• Ensure adherence to NRC policies and the national labor law in all processes and procedures.
• Lead and deliver the HR induction to NRC new staff when asked by the HR coordinator.
• Full understanding of NRC’s Code of conduct, Term of Employment, NRC’s HR Hand-Books.
• Interface with assigned department(s) on all their HR needs.
• Guide departments on yearly workforce planning to identify capacity gaps.
• Assist departments on identifying viable solutions to fill HR capacity gaps (i.e. recruitment, training, retooling, mobility, etc.)
• Consolidate and create the recruitment plan according to departments’ resource forecast.
• Lead the capacity building process across the departments. Introducing and scheduling the mandatory trainings.
• Lead the recruitment process for assigned department(s), by providing advice to hiring managers on assessment tools and methodologies, including leading the interview process.
• Participate in the planning and facilitation of In-House training courses.
• Liaise with other NRC relevant offices to ensure harmonized approach to HR in the mission.Visit, Assess and report potential trainers, training facilities and courses.
• Provide insight/advise to the HR coordinator in all recruitment related matters.
• Prepare staff payroll, and validate supportive documentations (Over-time, leave, Compensation).
• Monitor the salary scale and support in reviewing it and tracking the entitled increments.
• Periodically generate data on various HR indicators to be reported to the HR coordinator and SMT.
• Manage and supervise the archiving process and validate the contents to personal files to be completed and up-to-date.

• Provide anti-corruption, transparency and cost efficiency focus in all processes.
• Lead on systemizing and proper archiving of all related HR recruitment documents and records.
• Liaise with relevant authorities and other relevant external stakeholders on HR issues.
• Ensure proper understanding for NRC code of conduct and key values by all members of the team.
• Support the HR Coordinator in coordinating and managing the HR team.



Qualifications
• University degree in Human Resources or related field (s, Business Administration, Human Science).
• A minimum of four (4) years’ previous experience in HR, including in areas such as Compensation and, Training and Development, and Personnel Administration).
• Previous working experience with INGOs is preferable.
• Previous managerial/supervisory experience.
• Conversant with or interested in INGO and NGO programming (i.e. shelter, education etc.). Experience with Office applications (Word-Excel, Access Visio and PowerPoint).
• Fluency in Arabic and English is required.
• Previous experience in performing in complex and volatile contexts

NRC is a non-governmental, non-profit, humanitarian, independent organisation. It provides assistance to people affected by crises & i.e. refugees, internally displaced people, host communities etc. - to meet their immediate humanitarian needs, prevent further displacement and contribute to durable solutions.
NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. After almost 70 years of interventions all over the world, today NRC is organised as an independent and private foundation that cooperates closely with the UN and other humanitarian organisations, around the world as well as in Norway. NRCs funding base is not only diverse but also flexible, counting a number of different donors including the Norwegian Ministry of Foreign Affairs and the United Nations. In 2014 NRC assisted more than four million displaced and conflict-affected people around the world, and raised more than USD 250 million for our humanitarian programming. Currently NRC operates in 25 countries worldwide with over 5,000 staff members, the majority of which are national employees. All NRC projects are supervised by the Head Office of the organization in Oslo while in the Middle East, NRC country offices report to a regional office based in Amman. The type of activities implemented in each context varies from country to country depending on the needs on the ground and priorities laid out in strategic response plans of Governments and the UN. However NRC mainly specialises in five programme areas: Education, Shelter, WASH, Food Security as well as supporting displacement affected population to access further services. Moreover, extensive expertise has been gained by the organization over the years also on Collective Shelters Coordination and Management.
In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
