Responsibilities
Project Coordination:
• Establish and maintain working and collaborative relationships with stakeholders in Rural Damascus and Deir-ez-Zor governorates on matters related to implementation of the project to secure their continuous support. This includes governorate and district authorities, local organisations and communities, contractors and international organizations;
• Establish working relationships with and ensure on-going consultation and coordination with Programme, Gender, MEAL, Support and Advocacy/communication teams at Damascus head office.

Technical and operational support to project implementation:
• Develop project work plans and budgets based on expected project outputs and results; ensure their implementation;
• Oversee through regular field visits day to day operations and implementation of project activities; provide technical guidance to implementing staff as may be necessary;
• Proactively identify and manage potential obstacles and risks the project may face, propose and implement mitigating measures and, as needed, contingency plans;
• Objectively assess the vulnerability of the population and based on specific vulnerability, technical and impact factors, and consultations with different communities in the targeted districts, make final selection of targeted communities;
• In consultation with the WASH Advisor, the DCD for Proggramme an the Humanitarian Program Coordinator, the Project Manager will be responsible for the the development of WASH work plans and their implementation in Rural Damascus according to the proposal.
• In consultation with EFSVL Advisor, the DCD for Programme and Humanitarian Program Coordinator, the Project Manager will be responsible for carrying out an assessment for the identification of beneficiaries for bread distribution; and for developing and implementing a distribution plan.
• .Cooperate with Monitoring, Evaluation, Accountability and Learning (MEAL) team to track performance monitoring analysis and adjust implementation accordingly; in cooperation with MEAL identify and synthesis best practices and lessons learned;
• In coordination with Logistics and Procurement team, ensure all project procurement is carried out according to Oxfam procurement procedures and in a timely manner;
• Ensure project activities are implemented according to global humanitarian minimum standards and best practice (among which Core Humanitarian Standards, Sphere standards, Charter for Change);
• Develop and update budget spending plan in cooperation with the finance department, and Funding/Compliance Department.
• Coordinate with the Policy team for the development of policy papers..






Human Resource:

• In cooperation with the DCD Programme and Humanitarian Program Coordinator, hire required staff and volunteers under this project and ensure they have a good understanding of the project’s goal and objectives, the logical framework and budget;
• In cooperation with the DCD Programme and Humanitarian Program Coordinator, ensure hired staff are properly trained in Oxfam basic standards (safeguarding, gender, protection, code of conduct) and as may otherwise be required to perform their tasks;
• Support the project team to achieve objectives through day-to-day support, monthly face to face meetings, regular team meetings, which include discussions of progress against objectives/implementation plan, providing feedback and encouragement;

Reporting and documentation:

• Ensure timely preparation and submission of donor and internal narrative and financial reports;
• Collaborate with Oxfam funding team in order to ensure that all reports are in compliance with donor and internal requirements;
• Archive all project related documents (soft and hard copies) according to Oxfam and donor regulations;
• Collaborate with the communications team to document project progress through photographs, videos or blogs; facilitate access of communications’ staff to field locations; and provide material that supports Oxfam’s strategic communications;
• Strictly adhere to Oxfam’s data protection standards for beneficiary, partners and staff in regard to data collected for project purposes.

Security:
• Fully adhere to Oxfam security protocols and procedures and ensure that all staff working on the implementation of the project also adhere to them. Contribute to on-going security management and planning as necessary;
• Report any incident that must be brought to Oxfam's attention (e.g. security, accountability, safeguarding, code of conduct, external interference).


Qualifications
• Relevant university degree ( engineering, economics, social sciences, development) with 3 years work experience or minimum 5 years work experience implementing humanitarian and development projects, preferably with international and/or Syrian NGOs, SARC, UN agencies;
• Effective project management skills; excellent priority setting and organisational skills;
• Leadership and team management skills; ability to communicate effectively;
• Strong coordination skills, including of one’s own team and external direct and indirect partners;
• Strong analytical skills and critical thinking;
• Knowledge of , social infrastructure, food security, local economies; knowledge of basic humanitarian principles and standards;;
• Experience with community mobilisation;
• Understanding of gender issues;
• Very good knowledge of the English language, including written English;
• Strong communication and interpersonal skills with a diverse range of people, including with rural populations; diplomacy, tact and negotiating skills are essential;
• Sensitivity to social norms;
• Ability to work effectively under stress in emergency situations, in a leadership role and as part of a team;
• Understanding of and commitment to humanitarian principles and quality standards for humanitarian response.
