Responsibilities
• To create design and deliver the statutory, mandatory, developmental and organisational change training requirements for new and existing staff in both across all areas of the organisation.
• To monitor regulatory requirements for staff training and competence and ensure that all requirements and subsequent changes are reflected in all statutory and mandatory training.
• To lead on setting up comprehensive country training plan, based on annual performance reviews.
• To perform monthly reporting on user levels, completion rates of courses made mandatory by Oxfam/region/country (to be compliant with internal regulations)
• To create design and deliver L&D solutions to support the organisational change and development outlined in the overall L&D strategy using a blend of methodologies including computer based, self-managed learning, remote delivery, management cascade, class room and on job learning as appropriate.
• To create sessions for country-based training on Learning at Oxfam, manage participant registration, manage communication (upcoming training, new course offers, etc), ...
• To ensure that every L&D intervention has clear business focused aims that enable robust evaluation of the event’s effectiveness, and measurement of return on investment.
• To record, collate and retain management information to demonstrate progress against KPIs and departmental goals and objectives.
• User Management: to be responsible for onboarding and offboarding of users to the Learning at Oxfam platform, partnering with IT, maintain good data,
• To keep up to date with current thinking on training practice and methods; e-learning development in coordination with Global Training Coordinator.
• To answer all training related issues across the organisation.


Qualifications
Essential
• Professional Qualification in Leaning and Development and/or related field with 3 years’ experience
• Commitment to Oxfam’s overall aims, policies and experience of promoting gender equity and diversity and the interests of marginalized people in all aspects of Oxfam’s work.
• Able to work effectively in fast-paced and rapidly changing environments
• Flexible and high tolerance for ambiguity;
• Excellent Coaching and training Skills
• Able to work independently and within a team to achieve results;
• The integrity and approachability, as managers and staff must feel able to discuss sensitive and confidential issues with you;
• Curiosity and a willingness to challenge organizational culture where necessary;
• Proven ability to plan, organise and prioritise work and not lose sight of strategic priorities.
• Experience of working in a multicultural team environment with both national/global staff.
• Ability to influence and motivate others to achieve results
• Skills in MS. Office and HR Softwares, good numeracy and reporting.
• Gender and cultural sensitivity, commitment and understanding of the values of Oxfam and the principles of equal opportunities.
• High degree of flexibility and willingness to travel at short notice, and often in difficult circumstances.
• Ability to communicate in English and Arabic clearly both verbally and in writing and with all levels of staff, including at a distance

Desirable
• Experience with emergency response delivery in similar conflict situations is preferable
• Knowledge about Oxfam and its ways of working
• Experience of working in partnership management which mainly include assessment of new partners, capacity building of partner HR staff.

While Oxfam has been present in the region since 1970, it began operating in Syria through its Damascus based presence in July 2013. Interventions implemented under Oxfam's WASH Programme include: Provision of Acute Emergency Life-Saving WASH Services, Rehabilitation of Water Systems, Hygiene Promotion and Water Conservation, Capacity Building and Training, and Improved Emergency WASH Coordination. To date, Oxfam has been worked in 10 governorates, seeking out to over 2.5 million beneficiaries.
