Responsibilities
Under the guidance and supervision of the Country Representative, the Program and Liaison Officer is the person responsible to supervise and monitor the project activities on a regular basis in order to achieve the results and indicators.

In particular, as Program Officer he/she will be requested to:

-Supervise and monitor the project activities on a regular basis in order to achieve the results and indicators, and report to the Country Representative and Program Coordinator;
-In coordination with the Country Representative and Program Coordinator, manage the local staff in all activities of the project, and supervise and monitor the duties and activities performed by the technical personnel of the project;
-Be responsible to prepare the monthly project reports or another reports required from the donors or GVC (ex: 4W,etc)
-Supervise and monitor the Local Coordinators to prepare monthly project reports and budget controls, and send them to the Country Representative;
-In coordination with the Local Coordinators, prepares the documents related to project realization and sends them to the CR;
-Monitor on a regular basis the overall Programs’ status versus budget set in the projects’ proposals;
-Participate in the selection and administrative committee for procurement;
-Provide daily logistical support to the office in Damascus - in coordination with CR;
-Manage all logistical issues related to the coordination of expatriates such as working visa and permissions to enter Syria;
-Manage all administrative approvals related to the recruitment of local staff;
-Participate in the recruitment of the staff (short listing and interviewing);
-Translate (verbally) from Arabic to English during meetings, interviews, workshops, conferences and all needed situations;
-Translate (written) from Arabic to English and from English to Arabic all the requested documents and written materials;
-Participate to meetings, interviews, workshops, conferences with partners and stakeholders and prepare reports for the Country Representative;
-In agreement with CR, participate in coordination sector meetings organized by all UN agencies and prepare the minutes of meetings and reports;
-Manage internal databases and document filing;
-Schedule appointments and meetings for internal and external events;
-Prepare the interim and narrative report of the project in coordinator with Local Coordinators;
-With the support of the CR and Program Coordinator, in coordination with the staff in the field, design and revise the project work-plan, and monitor that the implementation of the activities respects the time-table milestones and deadlines;
-Act as GVC security focal point;
-Other task can be added if required by the Line Manager.

As Liaison Officer, he/she will be requested to:

-Responsible of managing all communication with SARC and ministries based in Damascus in agreement with the Country Representative;
-Develop, maintain, and intensify contacts with relevant government institutions and authorities, representatives of other NGOs, civil society organizations and resource persons to facilitate access to legal and regulatory information for the organization;
-Develop new methodologies to improve and enhance the liaison processes with partners, key stakeholders and agencies (including Ministries and SARC), keep abreast of relevant best practices and new developments affecting the organization;
-Conduct feasibility study for new partnerships, prepare draft proposals and facilitate domestic partnerships, as strategic goals require;
-Contribute to establishment and maintenance of up-to-date contacts




Qualifications
-University Degree
-Previous experience with INGOs in same or similar position
-Demonstrated ability to effectively coordinate and manage a multi-sectoral programme in line with international humanitarian standards and donor compliance
-Demonstrable experience of working to keep and strengthen fruitful relations with institutions (with Ministries and SARC) and donors
-Excellent command of written and spoken English
-Very good computer skills.
-Excellent coordination, management and communication skills
-Ability to work independently and under pressure
-Excellent problem solving
-Desiderable previous experience in Education and/or WASH Sectors


Specific Vacancy Requirements
-Availability to do missions to the field when needed
-Expected starting date: on board by the 20th of March 2019
