Responsibilities
Planning:
• Establish and maintain working and collaborative relationships, and coordinate with stakeholders in Aleppo governorate on matters related to implementation of the project to secure their continuous support. This includes the implementing partner, governorate and district authorities, local organizations and communities, contractors and international organizations in coordination with the Area Manager.
• Follow up the adherence to the working plans defined and adjust accordingly.
• Identify and obtain any support and advice required for the management, planning, monitoring and evaluation,
• Responsible on both the external and internal coordination related to the project.
• Responsible of overall project, progress and use of resources and initiate corrective action where necessary.
• Ensure a harmonized and efficient usage of the projects resources and assets.
• Develop and enhance relationships with various stakeholders to undertake projects within Syria
• Selection of activities in coordination/consultation with the team; and in compliance to the donor’s requirements
• Ensure internal coordination mechanism is in place (regular staff meeting and reporting) and feedback is provided to program managers in a timely way.
• Coordinate with Gender, protection and VAAP (Focal points based in Aleppo) to ensure program’s mainstreaming.
• Proactively identify and manage potential obstacles and risks the project may face, propose and implement mitigating measures and, if needed, contingency plans
• Ensure Oxfam’s staff and Partner under this project have a good understanding of the project’s goal and objectives, the logical framework and budget
• Maintain on-going communication with implementing Partner and, in cooperation with Oxfam Partnership Manager, provide support to Partner as may be required
• Starting from the inception phase, ensure highest community understanding and participation in the implementation of project’s activities

Administration and HR:
• Ensure that both Oxfam’s and donor’s guidelines are followed
• Coordinate with Finance team to ensure that documentation and archiving system is aligned with donor requirements.
• Guide and support the project staff in the area of activity.
• Ensure positive working environment and good team dynamics
• Support in the recruitment process for the project staff.
• Coordinate with HR team to develop the capacity-building for the project’s staff.
• Support the team to achieve objectives through day-to-day support, monthly face to face meetings, regular team meetings, which include discussions of progress against objectives/implementation plan, giving feedback, challenges and encouragement.

Monitoring activities and budget:
• Ensure compliance to donor requirements at all times
• Ensure that allocated budget is effectively utilized and is receipted with minimal variance.
• Prepare any follow-on Action Recommendations required.
• Support in the consolidation of the quarterly financial reports
• Cooperate with Monitoring, Evaluation, Accountability and Learning (MEAL) team to track performance monitoring analysis and adjust implementation accordingly and develop the project’s lesson learnt and best practices.
• Oversee the project’s activity through regular field visits, day to day operations and implementation of project activities.
• Develop and update budget spending plan in cooperation with the finance department, and Funding/Compliance Department.

Reporting and Communications:

• Prepare and submit donor and internal narrative and financial reports;
• Collaborate with Oxfam funding team in order to ensure that all reports are in compliance with donor and internal requirements
• Coordinate and collaborate with Oxfam's communications team to facilitate documentation of project progress through photographs, videos and other forms of external and internal communication and provide material that supports Oxfam strategic communications. Work with the Area Manager and other staff to arrange and support field visits of in-country and out-of-country staff, which enable the production of a variety of communication materials.
• Strictly adhere to Oxfam’s data protection standards for beneficiary, partners and staff in regard to data collected for project purposes;
• Ensure that all project documents are archived (soft and hard copies) according to Oxfam with alignment to donor regulations
• Any other task that your line manager may ascribe to you in order to successfully fulfil your duties.

Security:
• Fully adhere to security protocols and procedures and ensure that all staff working on the implementation of the project also adhere to them. Contribute to on-going security management and planning as necessary
• Report any incident that must be brought to Oxfam's attention (e.g. security, accountability, safeguarding, code of conduct, external interference)


Qualifications
• University degree in relevant field (business administration, social sciences, Engineering, economics, development), with 3 years’ work experience preferably with INGOs
• Experience of emergency and development work, and an understanding of relevant humanitarian and policy issue
• Experience in project management
• Demonstrate relationship building skills and experience
• Leadership and team management skills; and ability to communicate effectively
• Ability to work under pressure
• High level of analytical, strategic planning and decision-making skills, critical thinking; ability to prioritise
• Proven numeracy and financial management skills
• Proven influencing and negotiating skills with internal and external stakeholders
• Confident representation skills
• Self-motivated, target-driven
• Demonstrate understanding and experience of gender equity issues and their relevance to humanitarian response work
• Ability and willingness to travel extensively often in an insecure environment.
• Good written and spoken English and Arabic is essential

Desirable
• Experience of working within the middle eastern context;
• Firm grasp on the Core Humanitarian Standards, NGO/Red Cross Code of Conduct, the People in Aid Code, SPHERE Minimum Standards, Oxfam International procedures and other regulatory codes/protocols.
