Responsibilities
Generic responsibilities
1. Evaluate the soundness, adequacy, and effectiveness of operating policies, procedures, and controls and monitor compliance in the implementation of NRC policies and guidelines
2. Help implements systems and procedures that conform NRC Policies, SOP's and handbooks, Provides assistance, information and/or training to staff and managers on department’s policies and procedures.
3. Conduct frequently spot checks and analyses of various programmatic and support functions and processes, as requested, provide recommendations for improvement and monitor implementation
4. Conduct regular trainings on topics of compliance and anti-corruption including but not limited to NRC’s anti-corruption and Code of Conduct training packages. Support other training as relevant
5. Advise NRC staff on prevention and reduction of fraud, corruption and unnecessary waste.
6. Support the development of NRC corruption and anti-corruption strategy and programmes.
7. Develop recommendations arising from internal and external audits and evaluations into actionable steps which management can undertake and implement and follow up with support of other staff.
8. Develop tools to support the quality control requirements in the mission.


Specific responsibilities
• Prepare the compliance reports and internal audit reports for field visits for submission to the CMG team.
• Provide the required advice and consultancy that encourage the good practices and minimize the wrong doing.
• Review all the drafted the country SoP to be in line with the global/ country legal requirement.
• Lead and facilitate corruption risk mapping annually across all offices and departments and all monitor that mitigations are being followed up with.
• Conduct bi-annual corruption risk mapping progress updates
• Design of and deliver effective tools and training for countering corruption across NRC Syria
• Provide advice and guidance on internal compliance and anti-corruption, ensure compliance with anti-corruption policy and NRC procedures and guidelines
• Participate in and help develop innovative approaches to preventing corruption, wrong practices and breaches.
• Contribute to organizational learning and development in compliance and anti-corruption at NRC by sharing learning, experience and best practices with other compliance and anti-corruption practitioners in NRC.
• To assist in monitoring the implementation of SSD system, conducting regular spot checks and provide frequent report and feedback.
• Support in the investigation of allegations of suspected fraud or misconduct and produce required reports
• Support the finance and programs teams in audit preparation
• Conduct trainings on topics such as internal controls, fraud detection and reporting, anti-corruption and investigation. Develop or adapt training materials as appropriate.
• Line management responsibility – including deputizing for Compliance Advisor as required.


Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
• Syria Country Management group
• MERO and Global Compliance
• HO and MERO Anti-Corruption & Investigations Specialist
• Auditors (Internal and external)
• Program and Support Units


Qualifications
1. At least 2-year experience in an INGO preferably in an emergency or post-conflict setting
2. Minimum 3-5 years working as an auditor / compliance role, preferably including experience in internal audit function in NGO sector
3. Bachelor’s degree in relevant university field (audit, finance, accounting, business administration).
4. A certificate of CIA, CPA will be preferable.
5. Sufficient experience in control and quality management.
6. Specific audit and/ or investigation experienced an advantage.
7. Ability to respond to changing priorities.
8. Ability to work independently on own initiative.
9. Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
10. High level English and Arabic language proficiency (speaking, reading, writing)
11. Excellent English report writing skills
12. Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)

NRC is a non-governmental, non-profit, humanitarian, independent organisation. It provides assistance to people affected by crises & i.e. refugees, internally displaced people, host communities etc. - to meet their immediate humanitarian needs, prevent further displacement and contribute to durable solutions.
NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. After almost 70 years of interventions all over the world, today NRC is organised as an independent and private foundation that cooperates closely with the UN and other humanitarian organisations, around the world as well as in Norway. NRCs funding base is not only diverse but also flexible, counting a number of different donors including the Norwegian Ministry of Foreign Affairs and the United Nations. In 2014 NRC assisted more than four million displaced and conflict-affected people around the world, and raised more than USD 250 million for our humanitarian programming. The type of activities implemented in each context varies from country to country depending on the needs on the ground and priorities laid out in strategic response plans of Governments and the UN. However NRC mainly specialises in five programme areas: Education, Shelter, WASH, Food Security as well as supporting displacement affected population to access further services. Moreover, extensive expertise has been gained by the organization over the years also on Collective Shelters Coordination and Management.
In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
