Responsibilities
Under the overall supervision of the Head of Mission and the direct supervision of the Program Manager, the employee will be responsible for the following functions:

1) Develop and maintain RSRP’s monitoring and evaluation plan, based on the project document log frames and indicators. This will include the following:
a. Conduct readiness assessment regarding M&E. What are the incentives at the system level, which are the beneficiaries, what is the existing capacity?
b. Identify sources of data, collection methods, who collects data, how often, cost of collection and who analyses it.
c. Develop criteria and evaluation scheme for the project impact, benefit and sustainability.
d. Prepare detailed M&E budget and calendar of M&E activities

2) Oversee and execute M&E activities included in the Annual Work Plan, with focus on results and impacts. This will include the following:
a. Based on the work plan and in particular the program budgets, design the framework for the physical process of monitoring project activities
b. Promote a results-based approach for monitoring and evaluation, emphasizing results and impacts.
c. Prepare consolidated progress reports for project management including identification of problems, causes of potential bottlenecks in project implementation and providing specific recommendations.
d. Check that monitoring data are discussed in the appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussion forums to fill any gaps.
e. Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.
f. Facilitate, act as resource person, and attend, if required, any external supervision and evaluation missions.
g. Monitor the follow up of evaluation recommendations

3) Design and implement a system to identify, analyse, document and disseminate lessons learned.
a. Consolidate a culture of lesson learning involving all project staff and allocate specific responsibilities.
b. Ensure that TOR for consultants recruited by the project also incorporate mechanisms to capture and share lessons learned through their inputs to the project, and to ensure that the results are reflected in the reporting system described above.
c. Facilitate exchange of experiences by supporting and coordinating participation in any existing network of projects, sharing common characteristics.
d. Identify and participate in additional networks, for example scientific or policy-based networks that may also yield lessons that can benefit project implementation.

4) Be responsible for writing project reports, such as weekly, bi-weekly, quarterly and annual and other on-time reports requested by RSRP, donors and other stakeholders.

5) Be responsible for communication and advocacy of the projects:
a. Coordinate all communication and advocacy related activities of the project within the overall project logical framework, including assistance to integration of project results and recommendations into other related government programs and policies
b. Facilitate, act as resource person, and attend, if required, any external supervision and evaluation missions.
c. Ensure gender issues are mainstreamed in projects activities
d. Ensure timely and quality publication, advocacy materials and their updates including project newsletters, brochures, webpage etc.

6) Contribute to the preparation of annual and quarterly workplans
7) Act as a facilitator or trainer in areas of his/her knowledge as required
8) Other duties as required by RSRP country office and the Regional Program Manager


Qualifications
Education:
- Advanced degree in environment, natural resource management or development related fields

At least several years of experience with:
- The logical framework approach and other strategic planning approaches;
- Planning, design and implementation of M&E systems; M&E methods and approaches and data/ information analysis

Functional Competencies:
- A solid understanding of environmental management, with a focus on participatory processes, joint management, and gender issues;
- Familiarity with and a supportive attitude towards processes of strengthening local organisations and building local capacities for self-management;
- Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders;
- Technical report writing skill and a high-level of computer literacy
- Fluency in written and spoken English is required
- Good personal organization, interpersonal and communication skills
- Working at national and sub-national level in national development issues is an asset
- Previous working experience with INGO’s and other donors and development projects is an asset
- Previous working experience in communication and advocacy and cooperation with media will be an asset
