Responsibilities
Planning and development of the HR strategy
• In collaboration with the general management, propose and implement an HR strategy that aligns with the business strategy, in a growing and changing organisation.
• Proactively look for ways to improve the effectiveness and efficiency of the HR department, i.e. conduct surveys of the HR services delivered, automate processes when feasible, implement new and innovative HR services to support managers and employees at better delivering their activities.
• Contribute to the global budget exercise.

HR policies and procedures
• Conduct periodic and regular reviews of the FMFISyria HR policies and procedures and recommend the necessary revisions.
• Develop, maintain and implement the needed HR policies and procedures.
• Ensure that these policies and procedures are communicated to the entire personnel of the Institution.
• Closely and proactively monitor the implementation and application of the HR policies and procedures by all staff members and managers.

Talent acquisition
• Identify and coordinate the current and future staff and capabilities needs.
• Source the needed external talent accordingly.
• Overview and facilitate the recruitment, selection, contracting and onboarding of new staff members.

Talent management
• Partner with the different departments to support the managers with their people management responsibilities, i.e. support with their daily management activities, HR processes, HR policies and procedures, facilitate conflict management and resolution, support and encourage managers to develop their teams, etc.
• Overview the succession management/talent pool process in collaboration with the departments.
• Identify and coordinate the needed skills and competencies to better serve the clients and for the success of the bank, in collaboration with the different department.
• Overview and facilitate the performance development process according to the requirements.
• Together with the departments, identify and coordinate the development needs.
• Propose, plan and implement the needed learning and development framework for a continuous learning environment.
• Overview the learning and development unit.
• Ensure that regular remuneration surveys and reviews to analyze and compare to the market are carried out and propose the needed adjustments to the decision bodies of the Institution.

HR Administration
• Ensure accurate, timely and compliant payroll for all employees of the Institution.
• Ensure that the legal and regulatory framework is respected and applied and that the Institution is compliant at all times.
• Make sure that all employees of the Institution have a contract of employment and an updated job description.
• Overview the employee files and ensures they are up-to-date and compliant.
• Overview absences, insurances and benefits.
• Overview the HR Information System and propose any improvement/automation measure.

Ensure a conducive, diverse and inclusive work environment
• Conduct regular staff engagement/climate surveys and based on the results of these surveys make a series of recommendations.
• Enforce the application of the FMFISyria code of conduct.
• Ensure that all the mechanisms are in place to avoid any discrimination, harassment, prejudice, bias and fear of reprisal.
• Spread and develop the FMFI Syria culture and values.
• Promote gender, diversity and inclusion mechanisms.

People and Project management activities
• Manage and develop the HR team members.
• Participates to ad-hoc projects as per needs and requirements.

Qualifications
• University Degree in Human Resources, Human Capital Management and Development, or any related study, Master degree is a plus, with at least 10 years of relevant experience in an HR role.
• 5 to 10 years in management position.
• Strong leadership and management skills, with the ability to coach and develop high-performing teams.
• Mission-driven, partnership builder and problem solver.
• Ability to propose and implement programs and strategies in a changing and volatile context.
• Comfortable at working at strategic and operational levels.
• Excellent and effective communication and listening skills and ability to interact collaboratively in a multicultural team.
• Strong analytical, decision making and organizational skills.
• Ability to handle multiple priorities in an autonomous manner.
• Commitment to encourage diversity and inclusion in the work environment.
• Ability to develop the role with exemplary conduct and to represent the HR function.
• Very good command of English.
• Fully conversant with IT tools.
