Responsibilities
•Design site plans and supervise construction activities undertaken by AAH in the identified locations.
•Develop works packages for contractors and monitor the works to ensure professional contract management of the projects.
•Manage and support the AAH shelter team in Syria in a timely, cost-effective, inter-sectoral manner providing adequate delivery of technical interventions and services to support operational needs.
•Provide inputs for formulation of project submissions to address the needs, taking into consideration the sector’s technical standards and AAH mandate and policy priorities.
•Review, identify and assess progress of AAH Shelter programs and initiate responses to address the gaps in collaboration and coordination with key staff, operational partners and authorities as required to ensure timelines, agreed interventions are addressed and comprehensive timely response to constraints are identified and solutions proposed as required.
•Participate as technical focal point for shelter in coordination meetings with various stakeholders.
•Advise on matters related to the procurement of sector related responses or equipment, including the development of technical specifications for tender/procurement documents, technical evaluation and assessment of offers, review/inspection of the quality of products/works.
•Work in close collaboration with all relevant departments within AAH including Program, Log, Admin and HR.
•Supervise site engineers and consultant engineers to ensure quality of works and standards are respected.
•Ensure quality and quantity of goods and services received from contractors/suppliers and that these are compliant with contract, sector, AAH and donors’ standards
•Provide different types of reports as requested by AAH Program Team



Qualifications
•Bachelor’s degree in engineering or other appropriate construction related discipline.
•At least 3 years of previous relevant job experience
•Prior experience of implementing shelter projects in Syria in humanitarian organizations is a plus.
•rehabilitation of partially damaged houses projects is a plus
•Previous involvement in implementation processes (including development of bill of quantities, cost estimations, etc.) is essential
•Excellent command of both Arabic and English languages.
•Ability and willingness to travel frequently to other governorates within Syria.

Salary and Benefits
