Responsibilities
Project Coordination:
• Establish and maintain working relationships, and coordinate with stakeholders in Deir-Ezzor governorate on matters related to implementation of the project to secure their continuous support and collaboration. This includes governorate and district authorities, local organisations and communities, contactors and international organizations.
• Attend the coordination meeting of the EFSVL sector in the governorate and represent Oxfam Through Prior Coordination with Oxfam Office.
• Hire required project staff and volunteers in cooperation with the Deputy Country Director - Programme and Human Resource Department.
• Regularly consult with the Emergency Food Security and Vulnerable Livelihoods (EFSVL) Advisor based in Damascus.
• Represent Oxfam in Deir-Ezzor governorate. This includes understanding of Oxfam’s humanitarian standards and strategic goals.


Technical and operational support to project design and implementation:
• Prepare work plans, budgets and ensure resource allocation;
• Ensure staff under this project have a good understanding of the project’s goal and objectives, the logistical framework and budget;
• Provide guidance, support and feedback to project team to ensure a well functioning team and quality of their work;
• Oversee day to day operations and implementation of project activities.
• Proactively identify and manage potential obstacles and risks the project may face, propose and implement mitigating measures and contingency plans;
• In cooperation with MEAL monitoring project implementation; adjust project implementation according to monitoring findings as may be necessary;
• Ensure all project related procurement is carried out on time and strictly according to Oxfam procurement regulations; coordinate closely with Oxfam procurement and finance departments;
• Objectively and impartially assess the food security and livelihood needs of the population in the targeted areas in governorate in coordination with concerned authorities and operating organizations; Ensure project activities are implemented according to global humanitarian minimum standards and best practice;
• Liaise with local government officials to agree on ways of working and local access to communities for project implementation;
• Oversee the implementation of Oxfam activities through partners to ensure quality and minimum standards are upheld;
• Develop and update budget spending plan in corporation with the finance department, and Funding/Compliance Department.

Reports and Documentation:

• Ensure timely preparation and submission of donor and internal narrative and financial reports.
• As may be required, collaborate with Oxfam funding team in order to ensure that all reports are in compliance with donor and internal requirements;
• Report any incident that must be brought to Oxfam's attention
• Strictly adhere to Oxfam’s data protection standards for beneficiary, partner and staff data held for project purposes;
• Archive all project related documents (soft and hard copies) and be ready to share these as may be required;;
• Collaborate with the communications team to document project progress through photographs, videos or blogs or facilitate access of communications staff to field locations for data collection;

Other duties:
• Identify and synthesis best practices and lessons learned in cooperation with MEAL
• According to the need and coordination with Deputy Country Director - Programme in Oxfam office.


Qualifications
• Experience in managing and implementing humanitarian and development projects in the field;
• Relevant university degree or 5 years of relevant work experience, preferably with international and/or Syrian NGOs, SARC, UN;
• Previous experience working on livelihoods projects; knowledge of agriculture, food security and engineering;
• Strong analytical and planning skills, including critical thinking; able to prioritise;
• Very good knowledge of the English language, including written English;
• Ability to provide strategic leadership.
• Strong coordination skills, including of one’s own team, as well as experience in representation with Government and other external actors. Diplomacy, tact and negotiating skills are essential.
• Strong communication and interpersonal skills with a diverse range of people, including with rural populations.
• Ability to work effectively under stress in emergency situations, in a leadership role and as part of a team.
• Sound understanding of the importance of gender and women’s participation in humanitarian programming; ability to provide strategic and technical support to ensure that Oxfam’s humanitarian programme is sensitive to the needs of conflict affected populations.
• Understanding of commitment to humanitarian principles and quality standards for humanitarian response.


Specific Vacancy Requirements
The post is based in Deir-Ezzor or may require monthly visits to Deir-Ezzor.
