Responsibilities
1. Manage all procurement for the NRC Syria programs whilst ensuring compliance with NRC’s procurement policies and procedures, donor rules and regulations;
2. Ensure competitive and transparent procurement processes are followed to ensure best value for money is achieved;
3. Ensure all requisitions are processed in a timely and efficient manner and all accompanying documentation is filed in an appropriate and accessible manner to ensure a clear audit trail;
4. Work with the procurement team to manage the expansion of NRC CO existing supplier portfolio and ensure professional management of suppliers and contractors at all times;
5. Improve the efficiency of NRC CO procurement services by monitoring procurement needs and trends and identifying and addressing any potential gaps;
6. Ensure NRC’s values, anti-corruption policy and ethical standards are understood and adhered to by staff and suppliers;
7. Together with the Logistics Manager support the development of a comprehensive set of local procurement tools, systems and procedures for the NRC CO programs and ensure all relevant staff are trained in their content to ensure comprehension and compliance;
8. Manage, inspire, coach and capacity build the procurement team at the country office level and provide of technical guidance support to any other staff conducting procurement at the field level;
9. Any other duties as required.

Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

1. Close coordination with the Logistics Manager in order to develop a comprehensive set of procurement tools, systems and procedures and ensure a systematic approach to capacity building within the field of procurement.
2. Direct management of the Procurement unit based in Damascus (CO)
3. Close coordination with procurement staffs based in other areas.
4. Close coordination with project managers and coordinators to understand their procurement needs and to assist in the development of proposals and review of procurement plans.
5. Ensure professional relationships are established and maintained with all NRC CO suppliers and contractors.


Qualifications
• Minimum 3-year experience in procurement and contracts management. Within a humanitarian context is a plus.

4. Highly organized with strong administration and information management skills;

NRC is a non-governmental, non-profit, humanitarian, independent organisation. It provides assistance to people affected by crises & i.e. refugees, internally displaced people, host communities etc. - to meet their immediate humanitarian needs, prevent further displacement and contribute to durable solutions.
NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. After almost 70 years of interventions all over the world, today NRC is organised as an independent and private foundation that cooperates closely with the UN and other humanitarian organisations, around the world as well as in Norway. NRCs funding base is not only diverse but also flexible, counting a number of different donors including the Norwegian Ministry of Foreign Affairs and the United Nations. The type of activities implemented in each context varies from country to country depending on the needs on the ground and priorities laid out in strategic response plans of Governments and the UN. However NRC mainly specialises in five programme areas: Education, Shelter, WASH, Food Security as well as supporting displacement affected population to access further services. Moreover, extensive expertise has been gained by the organization over the years also on Collective Shelters Coordination and Management.
In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
