Responsibilities
-Strategy:
•Develop a good comprehension and understanding of the roles of different stakeholders (including public, private and community) in the intervention areas, proposing adequate strategy and methodologies to improve stakeholder’s capacities and coordination and the sustainability of projects
•Propose a need based response to the Head of Mission and SARC in identified areas in the Governorate and neighboring governorates

-Activity monitoring:
•Ensure the link between operational (Activities) and support (Logistic, Administration and Finance) departments
•Plan and conduct technical assessments with program team and SARC
•Ensure SARC procedures are well followed in the field
•Assist the Program Team and supervise them in the planning of activities and priorities
•Ensure the planning and the implementation of all activities related to items distributions in coordination with SARC Hama and Damascus as well as WASH sector coordinator in Homs and Damascus.
•Knows and follows up the donor’s activities, objectives, indicators and general project planning
•Submit ideas for the improvement of the base and of the activities of the organisation
•Ensure a proper and continuous coordination and communication with all relevant local authorities (line Ministries & municipalities) and partners (SARC, UN Agencies)
•Evaluate project activities, promote and share ideas for improvement and necessary changes in the activities

-Reporting:
•Report on the project activities and issues faced on a weekly basis
•Follow up news in the Governorate and neighboring Governorates and report any important information to the Head of mission
•Participate to the reporting of project activities in coordination with the Head of mission (to donors, local authorities & partners)
•Participate to writing of concept note, proposal, report and budgets or any document for donors

-External Coordination:
•Attend coordination meetings with external partners, locality, SARC etc and send a minute to the line manager
•Ensure general coordination and representation of TGH with SARC, line ministries, partners, humanitarian stakeholders and local community at base level
•Compile information from different sources to have a good comprehension of the context and the community needs. Provide in depth analysis of the humanitarian context at the locality level and state level
•Lead the procedures with local authorities and SARC
•Ensure good communication of TGH’s programs to external partners
•Anticipate difficult situations and solution finding in a proactive manner

-Internal Coordination:
•Ensure that information circulates between departments at base level
•Ensure that communication flows are fluid between the base and Damascus office (both ascending and descending ways)
•Conduct coordination meeting in a regular basis and ensure good communication and coordination within the team
•Report any problem to the line manager and head of department involved

-Logistics:
•Perform all purchases in respect of TGH and donors procedures
•Establish vehicle movement schedules, ensure that safety equipment and valid administrative documents are available on board of all vehicles and that the drivers respect safety rules
•Check that vehicle log books are in place and filled correctly, follow up the fuel consumption of the vehicle on a monthly basis
•Ensure periodic maintenance of all the vehicles
•Organize, follow and provide documents for the transportation of materials to field sites
•Follow premises rental contracts, ensure the safety and functioning of all building fixtures or facilities
•Update the equipment inventory in real time, make sure assets are properly identified (tagged)
•Monitor the flow of the equipment, carry out check-in & -out, handover, donation procedures when required
•Ensure an efficient stock management according to the rotation and to expiry dates (FIFO, FEFO) and deliver the items following the procedures
•Update the stock report on a monthly basis and manage the physical stock inventory every 3 months

-Administration:
•Ensure timely payments in coordination with relevant departments
•Manage the accountancy at base level and send it the Finance department by the 1st of the next month
•Prepare the cash forecast for the base on a monthly basis
•Ensure good communication about financial and logistics internal procedures within the team
•Ensure that all the needed documents concerning finance/HR/logistics are checked and sent to Damascus team on time
•Manage logistical and administrative issues related to the implementation of project activities

-Staff Management:
•Participate to the recruitment of the team under her/his management in coordination with her/his line manager
•Manage and support the different departments in the base
•Ensure good work atmosphere and team spirit between all team members
•Plan holidays in collaboration with program and support team
•Ensure the administrative management of her/his team (daily attendance, leaves management) in collaboration with the HR department
•Ensure the link between the staff administrative requests from his/ her base and the coordination team in Damascus
•Ensure that her/his team complies with TGH internal rules (disciplinary management when needed)

-Security Management:
•Analyse, inform and report on security-related issues to the Head of Mission
•Collect context and security information
•Make sure that any newcomer on the base is fully briefed on the security context and request the newcomer to sign the security knowledge document
•Follow–up of team movements in the field and provision of security clearance for movements

-Capacity building:
•Participate actively in the training activities and share new skills and knowledge with his/ her team
•Identify the training needs of his/ her staff at base level


The tasks and responsibilities described above are not exhaustive; additional tasks could be requested by the line manager

Qualifications
Experience: 4 years of work experience in a similar position, preferably within an INGO
Language: Advanced level in English and Arabic (oral and written)
Technical skills: Good knowledge and experience in project cycle management, finances/HR, logistics. Previous experience in security management, reporting, representation
Computer skills: Proficient user of MS Office (including Word, Excel, Outlook and PowerPoint); knowledge on GIS softwares

General skills:
•Strong organizational abilities
•Ability to set priorities and manage time effectively
•Ability to work independently as well as a team member
•Ability to multitask
•Excellent communication and report writing skills

About us

Established in 1994 TGH is an International Non-Governmental Organization (INGO) designing and implementing emergency, rehabilitation and development programs. Its action includes several areas of expertise within a comprehensive approach: the programs fall within the fields of Education; Water Hygiene & Sanitation; Food Security, Livelihood & Rural Development. In 2018, TGH operates in 10 countries and manages 70 programs.

TGH has been registered in Syria in May 2017 and works under the coordination of the Syrian Arab Red Crescent (SARC). Both Organisations have agreed to cooperate in order to enhance their common objective of offering humanitarian aid to the Syrian affected people that need help wherever it is possible in the country. The main TGH sectors of activities in Syria are WASH and Education.

A preliminary assessment in the WASH sector has been carried-out by TGH from 18th July to 27th July 2017 under the coordination and with the support of SARC. Another one has been conducted by TGH team and SARC in Hama in October 2018.

Since then, TGH signed 2 WASH projects in Hama under SHF and Rural Damascus under CDCS, and is planning to submit project proposal to various donors in 2019.
