Responsibilities
Generic responsibilities

1. Assist in the management of all safety and security related matters at NRC Syria
2. Conduct safety inspections for all office and GHs at NRC Syria according to MORSS/MOSS and training of staff and residents as required
3. Manage and control all staff involved in dispatch and monitoring of NRC Syria
4. Maintain and implement all SOP related to movements and reporting of NRC Syria staff
5. Produce timely and accurate safety and security reports as directed by LC/SFP
6. Participate in the production of security risk management related documents for NRC Syria
7. Conduct security briefings as directed from LC/SFP

Specific responsibilities
Within delegated authority, the Safety and Security Officer will be responsible for the following duties:
(These duties are generic and may differ depending on the requirements of NRC Syria.)

• Control all movements at NRC Syria inclusive assigned staff
• Maintain office and resident security by conducting physical safety and security inspections of facilities.
• Manage and control access control
• Contribute to the implementation and evaluation of the effectiveness of the security plan;
• Assist in planning, co-ordinating and executing evacuations and reallocations involving
NRC Staff and NGO staff;
• Assist in the production of security risk related documents for NRC Syria
• Organize and execute plans for Medical evacuation and relocation of NRC Syria staff
• Ensure that fire detection devices and fire-fighting equipment are available on the premises; and that all NRC Syria staff are trained in the use of them
• Maintain and keep operational all medical equipment for NRC Syria and conduct training as required
• Maintain and keep updated all relevant safety and security documents and Standing operating Procedures (SOP) for NRC Syria



Qualifications

Minimum 1 year experience in a position that requires interaction with GoS security apparatus and relevant ministries in an INGO or NG
Minimum 5 years’ experience in a GoS government body that is related to security and control related work i.e. Police, Military, Customs
Excellent computer skills in Microsoft Office (MS Excel, Word, and Outlook) and electronic mapping programs
Good diplomacy and strong skills in implementation of systems and structures

It provides assistance to people affected by crises & i.e. refugees, internally displaced people, host communities etc. - to meet their immediate humanitarian needs, prevent further displacement and contribute to durable solutions.
NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. After almost 70 years of interventions all over the world, today NRC is organised as an independent and private foundation that cooperates closely with the UN and other humanitarian organisations, around the world as well as in Norway. NRCs funding base is not only diverse but also flexible, counting a number of different donors including the Norwegian Ministry of Foreign Affairs and the United Nations. In 2014 NRC assisted more than four million displaced and conflict-affected people around the world, and raised more than USD 250 million for our humanitarian programming. Currently NRC operates in 25 countries worldwide with over 5,000 staff members, the majority of which are national employees. All NRC projects are supervised by the Head Office of the organization in Oslo while in the Middle East, NRC country offices report to a regional office based in Amman. All the programs are implemented in close coordination with governments and local authorities.
The type of activities implemented in each context varies from country to country depending on the needs on the ground and priorities laid out in strategic response plans of Governments and the UN. However NRC mainly specialises in five programme areas: Education, Shelter, WASH, Food Security as well as supporting displacement affected population to access further services. Moreover, extensive expertise has been gained by the organization over the years also on Collective Shelters Coordination and Management.
In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
