Responsibilities
Generic responsibilities:
Adheres to NRC policies and procedures, handbooks and guidelines.
Line management of the staff
Monitors progress of own and staff activities.
Coordinate and execute the construction activities under Shelter department according to strategy, proposals, budgets and plans
Prepares, files, tracks and archives documents according to standards set in the departments Handbooks.

Specific Responsibilities
Supports the Logistics Coordinator in the setup of logistics systems, and implementation of logistics policies and procedures in accordance with NRC logistics handbook and relevant donor guidelines.
Suggest any steps to improve the logistics procedure and increase adaptability to the local context
Identifies suitable and reliable suppliers, vendors, providers and contractors of goods and services in support of program implementation in accordance with NRC logistics guidelines.
Ensures that files are complete, correct and include all relevant documentation to meet audit requirements.
Work with Logistics Coordinator and programs to prepare annual procurement plans for programs and support departments.
Work with the team to prepare their weekly reports, Compile reports and present to Logistics Coordinator, including; PR Tracker, Stock Report, and Assets Register.
Receive, consolidate, prioritize, and distribute PRs efficiently
Overview of all procurement documents checklists, and ensures all local procurement procedures in NRC office are effectively followed in compliance with the NRC logistics Handbook and relevant donor guidelines.
Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures
Conduct field visits in the different areas of NRC shelter programs
Conduct specific technical assessment in order to prepare BoQs
Ensure a constructive co-operation with NRC’s other programmes in Syria
Ensure that any NRC project intervention is in accordance with NRC standards and meets the specifications as agreed with the community.
Ensure and promote efficient and cost-effective use of NRC’s assets and resources in order to maximize funding to beneficiaries.
Lead the process of establishment and maintenance of framework agreements for NRC office.
Maintain positive and professional relationships with all relevant staff and stakeholders.
Liaise with Admin staff to ensure all admin SOPs are up to date and in line with NRC policies.
Coordinates all admin related procurements and warehousing tasks
Manage team training, objectives, supervision of tasks
Ready to engage into NRC logistic sector at 360 degrees as per requirements of the mission.
Produce weekly progress report on the construction activities
Observe work of the contractor and support him with advice and report to the Logistics Coordinator
Review field technical reports, BoQs and drawings of potential/selected structure for shelter and Infrastructure construction/reconstruction/rehabilitation and help facilitate the procurement documents.
Maintain and update contract files on each construction project
Review the technical documents for the tender including technical drawings, specifications of works, bill of quantities and condition of contracts.
Provide technical inputs in the general supervision when necessary, progress of construction activities and control of quality of materials and workmanship.
Assume responsibility by checking and signing all BoQs as the logistics focal point for shelter
Review contact claims, analyse and recommend variation orders
Assess and monitor the completion of works for payments

Bachelor degree in Architecture, Urban planning, Structural/Civil Engineering, Quantity Surveying or any other relevant education.
Demonstrated related training experience.
Minimum of 3 years of relevant experience supervising construction sites and community work in rural and urban areas

NRC is a non-governmental, non-profit, humanitarian, independent organisation. It provides assistance to people affected by crises & i.e. refugees, internally displaced people, host communities etc. - to meet their immediate humanitarian needs, prevent further displacement and contribute to durable solutions.
NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. After almost 70 years of interventions all over the world, today NRC is organised as an independent and private foundation that cooperates closely with the UN and other humanitarian organisations, around the world as well as in Norway. NRCs funding base is not only diverse but also flexible, counting a number of different donors including the Norwegian Ministry of Foreign Affairs and the United Nations. The type of activities implemented in each context varies from country to country depending on the needs on the ground and priorities laid out in strategic response plans of Governments and the UN. However NRC mainly specialises in five programme areas: Education, Shelter, WASH, Food Security as well as supporting displacement affected population to access further services. Moreover, extensive expertise has been gained by the organization over the years also on Collective Shelters Coordination and Management.
In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
