Duties and Responsibilities
The facilitator will be the focal point for all SHF (Syria Humanitarian Fund) activities in the hub. He/she reports to the head of the sub-office, with close technical level support and guidance from the Humanitarian Finance Unit. Main responsibilities will be:
•Conduct continuous and regular field level monitoring visits to project sites, prepare monitoring reports and follow up on recommendations;
•Engage sectors in project monitoring, and encourage partners to engage in sector coordination;
•Conduct continuous and regular financial spot checks visits to partners sites, prepare financial spot check reports and follow up on recommendations/actions;
•Carry out remote monitoring and follow-up on the implementation of SHF projects that cannot be physically monitored, based on guidance provided by the HFU;
•Gather useful information on projects that include success stories, suggestions and challenges;
•Liaise with SHF partners at sub-national level in collecting and responding to any ad-hoc requests with regards to the fund;
•Liaise with fund partners at sub-national level in collecting and responding to any ad-hoc requests with regard to the fund;
•Conduct initial review of project proposal of national counterparts in order to provide advice to the HFU on the initial review and / or Strategic / Technical review of projects in their areas;
•Provide orientation to local partners on due diligence and capacity assessment procedures;
•Assist to conduct training of NNGOs on different topics, such as (proposal writing, budget preparation, reporting, etc);
•Assist to train partners on fund management systems and assist them in the uploading of documents;
•Perform other duties as required.
Work implies frequent interaction with the following:
•Sector Coordinator at sub-national level;
•UN agencies;
•SARC;
•International and national NGOs;
•Relevant government departments.

Required Skills and Experience Education:
•Bachelor degree, with specialized certification in project management, political and economic sciences, sociology, law, international relations, or related field.
Experience:
•Minimum 7 years of relevant experience at the national or international level in management of natural disasters, humanitarian emergencies, emergency preparedness, crisis/emergency relief management, rehabilitation and development, providing management advisory services;
•Experience in the specific governorate is required;
•Knowledge about the UN and RC systems would be an advantage;
•Experience in the usage of computers and office software packages, experience in handling of web based management systems.
•Fluency in oral and written English and Arabic is required.
