Responsibilities
Generic responsibilities
• Ensure adherence with NRC policies, tools, handbooks and guidelines.
• Ensure compliance with Education strategy, tools, handbooks, guidelines and standards.
• Ensure that the projects implemented are realized in a timely manner and as per the objectives and planned activities.
• Ensures the monitoring and quality control of the assigned project activities or activities conducted by assigned partners.
• Prepare and develop status reports as required by management.
• Ensure proper filing of project documents.
• Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist. Promote the rights of beneficiaries in line with the advocacy strategy
• Assess, promote and document ideas for technical improvement and further program development options.
• In collaboration with other team members, ensure clear information about the programme is available for local communities and partners and facilitate a positive, productive, and professional communication with stakeholders.
• Participate in preparation and facilitation of training workshops for NRC staff on children and youth education.

Specific Responsibilities
• Is responsible, under the coordination of the Education Team Leader, for the final design/contextualization of the Youth Education Programme in line with NRC's strategy and quality standards. Develop/revise/design/adapt/contextualize training and learning, recreational, PSS materials and tools for youth programme, as per need, in English and Arabic, and organize and facilitate trainings/trainings of trainers/workshops, as indicated by the line manager.
• Is responsible, under the supervision of the team leader, for the planning (time, locations, resources, budgets, targets), preparation, coordination, and the successful implementation (as per set time frame, budget, quality, targets), and documentation, of the youth education programme, in line with NRC's quality standards, projects’ logframes, and donor requirements.
• Manage the Youth Education Team in implementing the youth education programme, guide them in their daily work, and provide support to further build their capacity and expertize.
• Assess and decide, in consultation with the Team Leader, on the most suitable the beneficiary outreach and selection methods for the youth education programme and ensure, together with the Education Assistants coordinated, that a fair process is conducted in all assisted communities. Ensure that the team maintains proper follow up with the beneficiaries to encourage commitment and successful participation in the programme, up to completion. Monitor youth performance and use a range of strategies to support their learning pathways.
• Is responsible for ensuring, together with the Education Assistants coordinated, and in consultation with the Team Leader, the identification and selection of suitable and safe locations for the implementation of the youth education programme.
• Prepares the outreach strategy for the youth education programme, and is responsible for the identification of key resources in the supported communities (e.g. community assistants, community focal points, relevant stakeholders, etc.). Establish and maintain effective collaborative relationships with the local communities.
• Ensure the monitoring and quality check of the youth education programme, by contributing to the design of monitoring and evaluation methodology and tools, data collection, spot visits, data analysis, and writing of regular activity implementation/monitoring/evaluation reports.
• Contribute to building synergies with other components of the education programme and other core competencies.
• Set minimum requirements and contribute to the recruitment of mobile/casual resources (facilitators, etc.) needed to support the implementation of the youth education programme. Responsible, together with the team coordinated, for ensuring that the newly recruited resources are properly inducted/trained and their work assignments are managed properly. Ensure an adequate level of coordination between the managed team and the Programme Support Assistant for proper contracting, work documentation and remuneration of casual resources.
• Ensure that the safety conditions are checked with the relevant NRC departments prior to any activity conducted in the field by the team that she/he coordinates.
• Ensure that all administrative, logistical, and financial arrangements and documentation regarding the youth education programme assigned is prepared timely and in line with NRC standards and procedures.
• Responsible for ensuring that the coordinated team is providing support and guidance to youth education partners and that proper follow up and monitoring is conducted.
• Participate in the development of communication materials (ex.: newsletters / Success Stories/ Briefing Notes).
• May be requested to provide inputs for the design of annual plans or grant proposals and reports in relation to the youth education programme.
• Contribute to need assessments, area profiling, and initial assessments in current or new operation areas (data collection, analysis and report writing, as per need) and informs decisions on area/community selection, programme response and approach, based on own capacity and knowledge.
• Can be deployed temporarily to other field locations for initial assessments, the delivery of education assistance - initiation/ planning/ coordination/ implementation/ monitoring/ evaluation of non-formal children/youth education activities, recruitment of education staff (permanent and/or mobile) and/or capacity building, etc.
• Can be re-allocated temporarily to other positions or requested to support other education activities that require a similar expertise, as per the education programme priorities


Qualifications
Generic Professional Competencies:
• Minimum Bachelor Degree.
• Previous experience from working in a humanitarian/recovery context, preferably as a project officer.
• Previous experience from working in a complex and volatile context
• Previous relevant experience of minimum 3 years from working in education for youth (planning, implementing/overseeing the implementation and reporting education activities/projects)
• Experience in coordinating teams.
• Fluency in English and Arabic, both written and verbal.

Context/ Specific skills, knowledge and experience
• Minimum Bachelor Degree, preferably in economics, education, social work, or any related field.
• Knowledge and Experience with youth and education programmes (design, planning, coordinating, implementing, monitoring, evaluating), related to (minimum 3 years):
• Experience in designing/adapting youth specific training/ learning materials.
• Experience in facilitating trainings (for youth, preferably).
• Experience in community mobilization, outreach, and successful liaison with key stakeholders (e.g. communities, business environment, etc.)
• Knowledge of and experience in working with relevant line Ministries, Chambers of Commerce and/or private sector partners in promoting improved livelihoods and education for youth.
