Responsibilities
• Responsible for timely disbursement (cash and bank) of payments /grants and maintain cash and bank books
• Travel to filed office to support finance team staff.
• Travel to filed working station where there is no office for OXFAM when needed, to support on issuing payment and all finance related tasks
• Responsible to visit Partner office to support and advice on all finance query and preform regular spot-check,
• Assist in monitoring programme management budgets, and bring to the attention of finance manager and line manager (and country director) any significant variances
• Prepare payment and receipt vouchers and enter into related cash/bank book.
• Revise, audit, and process all the payments assuring it includes all the supporting doc’s: invoices, receipts, proof of payment, procurement doc’s, and or contracts, etc. This will require seeking appropriate authorisation and insuring that all supporting documents are appropriately filed.
• Upload monthly accounts into PeopleSoft as per set up deadlines
• Prepare monthly accounts for submission to line manager (Regional Centre) and ensure that they are properly authorised; print PeopleSoft reports.
• Support on updating balance sheet accounts: Accruals, prepayments, creditors and debtors’ accounts.
• Perform Banking: Bank reconciliations
• Check project budgets monitoring and submit to line manager and Finance Manager.
• Prepare information required by auditors.
• Assist Prepare staff payroll.
• Assist the Finance Manager in preparing the yearly council budgets.
• Provide reports to the line manager, Finance Manager and Programme Coordinators on the status of beneficiary/partner accounts.
• Provide support to project partners by providing support to them in maintaining books of account and other reporting requirements through periodic visits, etc
• Ensure that Oxfam financial procedures are followed
• Coordinate with Logistics to ensure that fixed asset registers A, B, & C are regularly up to date.
• Ensure all records are filed in an orderly and accessible manner
• General support to Finance Assistant.
• Any other responsibility or task that may be assigned by your line manager.


Qualifications
Essential
• University degree in a finance related subject or professional accountancy qualifications.
• Minimum four years’ experience in Accounting, Finance with International Agencies or NGOs is favourable.
• Excellent knowledge of accounting and accuracy skills
• Excellent computer literacy skills of MS Excel and Word primarily
• Ability to operate in spoken and written English and Arabic
• Proven experience working in a similar role
• Excellent follow up skills.
• Self-motivated and takes initiative
• Proactive in anticipating problems
• Good communication and interpersonal skills
• Good planning skills to include flexibility and adaptability
• Good team player
Desirable
• Recommends, influences and implements improvements
• Previous experience of People soft database
• Able to coach other staff
