Responsibilities
Major Duties and Responsibilities:

Project Management
- Responsible for the supervision and support of the assigned health project(s) with specific focus on implementation of activities for PWPD, in line with the activity plan and time frame of the relevant project proposal and any applicable national and international guidelines and standards in close coordination with the Health Manager.
- Conducts workshops and in-service training programmes for Medair staff members, MoH clinic staff and Community Health Workers on activities dealing with physical therapy and rehabilitation that are in line with evidence based practice.
- Ensure functioning links to outreach activities and possible mobile teams, municipalities, schools and the communities in close liaison with the MOH.
- Under the guidance of the Health Advisor, evaluates, organizes, and makes available material related to programmes for PWPDs for educational, teaching, and consultation purposes in line with evidence based practice.
- Give technical input into clinical guidelines, team policies and team processes to ensure framework for good standards of practice.
- Conduct regular field trips to clinics and other health facilities for support and supervision to ensure integration of services for PWPDs.
- Ensure that a system of adequate recording of meaningful records and statistics is available related to programmes for PWPDs.
- Provide input into the integration of beneficiary. participation and accountability in all aspects of the project.
- Oversee the process of data collection, collation and dissemination to meet the requirements and deadlines set by Medair and/or external partners.
- Ensure accurate and timely reporting of activities for internal and external reports (e.g. monthly, quarterly and final reports) as requested by field managers, HQ and donors.
- Set up and maintain a referral system in project areas and assist in planning and implementation of assessments and surveys in close consultation with the MoH.

Staff Management
- Conduct supervision visits to the Medair supported health facilities including joint monitoring visits with MoH.
- Recommend any improvements or changes in the supported health facilities to the Health Manager.
- Conduct monthly meetings with health facility staff including discussions on how to improve services at the facility in close consultation with the MoH.
- Plan and facilitate training for health facilities staff in close coordination with the health manager and MoH.

Financial Management
- Manage the budget related to programmes for PWPDs as delegated by the health manager and ensure all expenses are according to budget and meet the Medair standards with regard to financial management, including accountability and good governance.

Communication and Coordination
- Attend disability working group and other coordination meetings on behalf of Medair as needed.
- Refer to the Health Manager before making any commitment on behalf of Medair whether verbal or written.
- Maintain a transparent, honest and supportive communication structure with the MoH and Medair team and with communities.

Logistics
- Support the logistics activities of related projects in close coordination with the health manager, particularly in relation to the purchasing of assistive devices, medical supplies and equipment for programmes for PWPDs .
- Provide technical input into selection of equipment, assistive devices and care kits for PWPDs.
- Liaise, as necessary, with the health and nutrition, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.

Quality Management
- Promote and use the Medair intranet and other operating procedures, ensuring that all standardised formats are used and guidelines are followed.
- Ensure health and nutrition projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e. Sphere and HAP standards.
- Participate as requested in Medair internal workshops and distance learning sessions to keep up with changing trends, new guidelines and best practices.

Qualifications
Essential Qualifications and Experience:

- Recognised degree or diploma in Physical Therapy.
- Or Recognised Medical degree and demonstrable expertise in the subject area.
- 2 years post-qualification medical professional experience.
- At least 1 year experience in working with People with Physical Disabilities.
- Excellent English (oral & written).
- Native Arabic speaker.
- Familiar with Microsoft Office programs, in particular Word, Excel, Outlook and PowerPoint.

Desirable Qualifications and Experience:

- Experience in delivery of services in support of PWPD.
- Extensive exposure to Assistive technology and Occupational therapy.
- Sound knowledge of multi – disciplinary approaches to rehabilitation.
- Clinical specialisation in rehabilitation areas, such as management of cerebral palsy or neurological physiotherapy.
- Education/training/experience in humanitarian work desirable.
- Experience working in humanitarian emergency context.
- Experience in setting up programmes for PWPDs.

The successful candidate must be legally allowed to Work in Syria, need to be holder of fully valid passport for travel to Lebanon/Jordan for training.

This is a position based in Damascus with frequent field visits (subject to staff safety procedures and movement approvals). Working week is usually 5 days per week, Sunday to Thursday 8:30 to 16:30.

This position requires flexibility at times. Travel might be required to Lebanon/Jordan for training or meetings.

Salary and Benefits
We offer an interesting job with Medair and competitive remuneration. We will offer the successful applicant a 12 months contract inclusive of 3 months' probation period, renewable dependent on both funding and performance.

You must be available to start work as soon as possible.

Candidate should be willing and able to work in Damascus, Rural Damascus, Homs and Aleppo and undertake field visits to other governorates (subject to movement approval).

Salary and conditions will be in accordance with Medair Terms of Employment for National staff and relevant experience.
