Responsibilities
Job Purpose - Key Responsibilities and Accountabilities
To work alongside managers to support delivery and ensure effective implementation of HR processes and policies by managers.
Reward management:
• Administering payroll on monthly basis and liaise closely with finance and the administration team on all matters related to adding new team members, removing leavers, and calculating necessary deductions.
• Working closely with finance in calculating and processing financial indemnities for leavers.
• Responsible for overseeing administrating all time sheets, TOIL, R&R tracking, attendance and payment requests regarding contractors/ volunteers.
• .Responsible for reviewing per diems of international staff, consultants, site engineers, and volunteers.
• Participating in Pay review process of Oxfam to ensure competitive and effective approach to pay and reward benchmarking in market.
• Managing Food basket process through measured market prices on monthly basis.?
• Responding to all queries related to payroll and staff expenses in a timely manner.
• Act as the focal person for all benefits inquires, submit monthly reports where needed and ensure all staff are enrolled to the Oxfam salary scale upon hire.
HR Operations & Compliance:
• Responsible for the essential part of the employment cycle of employees including negotiating, clarifying, discussing, job offers along with other benefits, health insurance, reference checks, contracts, code of conduct, creating emails, Windows accounts, and GOLD accounts.
• Supporting HR team in setting up sound procedures (for example gender practise, sanctions list, staff recruitment, offers, benefits, reference checks, onboarding and allowances).
• Preparing all tools needed, EOS indemnity, and closing account, plus also keeping HR records – both manual and electronic up to date.
• Managing the Leaver Process - Processing all leavers, working with managers and HR manager to confirm exit dates, generating and processing all paperwork, scheduling and supporting in conducting exit interviews.
• Maintaining and updating the computerised HR systems (to include GOLD, leave database and various HR tracking systems) by ensuring that they have 100% accuracy.
• Generating/updating necessary personnel data on excel sheet and files (new hires, changes, updates and terminations) on timely manner.
• Ensure adherence to Oxfam policies and the national labor law in all processes and procedures.
• Providing a high level of customer service to internal staff and job seekers.
• Participating in setting the yearly plan for HR department.

Contract management & Legal compliance:
• Revising and Issuing all new/re-new contracts (employees/contractors/volunteers) and ensuring that they are in line with the approved matrix/salary ranges.
• Tracking and monitoring expiry dates of contracts and reporting to HR & Admin manager for follow up actions with the respective line managers.
• Clarifying/amending, and solving all contractual problematic issues in coordination with the lawyer.
• Liaising closely with the Legal Advisor on all related legal issues and contractual agreements and ensuring legal compliance in all HR functions.
• Ensure proper understanding of Oxfam code of conduct and key values by all new staff members, contractors, and volunteers.

• Participating in the preparation of the proposal of registration in social security and declaration of income taxes. And in future administrating the whole process in coordination with Finance.

Medical
• Responsible for processing and logging all medical claims for team members; as well as medical reconciliation and liaising with Cigna on all related queries.


Qualifications
Essential
• Demonstrable experience in an HR role in an international NGO, with demonstrable experience in resourcing, HR processes and procedures, employee relations, and learning & development
• Full qualification in Human Resources Management.
• Previous experience of working within an INGO, ideally across several offices.
• Proven experience of managing teams and supporting and developing capacity of teams including at a distance
• Professional Qualification in Human Resources and/or related field with 3 years experience of general human resource management with expertise in providing a superior, proactive, business focused service
• Commitment to Oxfam’s overall aims, policies and experience of promoting gender equity and diversity and the interests of marginalized people in all aspects of Oxfam’s work.
• Able to work effectively in fast-paced and rapidly changing environments;
• Flexible and high tolerance for ambiguity;
• Able to work independently and within a team to achieve results;
• The integrity and approachability, as managers and staff must feel able to discuss sensitive and confidential issues with you;
• Curiosity and a willingness to challenge organizational culture where necessary;
• Proven ability to plan, organise and prioritise work and not lose sight of strategic priorities.
• Experience of working in a multicultural team environment with both national/global staff.
• Ability to influence and motivate others to achieve results
• Skills in MS. Office and HR Softwares, good numeracy and reporting.
• Gender and cultural sensitivity, commitment and understanding of the values of Oxfam and the principles of equal opportunities.
• High degree of flexibility and willingness to travel at short notice, and often in difficult circumstances.
• Ability to communicate in English and Arabic clearly both verbally and in writing and with all levels of staff, including at a distance

Desirable
• Experience with emergency response delivery in similar conflict situations is preferable
• Knowledge about Oxfam and its ways of working
• Experience of working in partnership management which mainly include assessment of new partners, capacity building of partner HR staff.
• Basic understanding of Syria Labour Law
