Responsibilities
Oversee and implement the full range of human resource operational and technical activities necessary to support effective people management.
KEY RESPONSIBILITIES:

Recruitment and Induction:
• Support in identifying personnel needs within Oxfam’s operation including Contractors and Volunteers, in addition to managing local recruitments including advert, collecting CVs, screening, administrating written tests and setting for panel interviews.
• Support in the scale up of various governorates within the Syria Response programme.
• Support in the write up and review of relevant job profiles where needed; as well as clarifying existing job profiles.
• Maintain the recruitment/capacity planner for all staff, contractors and volunteers.
• Ensure all new staff are given a proper induction and handed out all necessary relevant documentation.
• Ensure that job offers are sent out to candidates in a timely manner as per Oxfam’s salary scale, and answer any related query if need be.

Personnel, Compensation and Benefits:
• Support the team on interpretation of the Oxfam Staff handbook and Oxfam HR policies and practices and support in any necessary review process.
• Participate in the regular pay review and ensure food basket is properly conducted on regular basis.
• Ensure all medical bills as managed on timely manner and as per confidentiality principles.
• Ensure staff timesheets and leaves requests are managed properly and timely.
• Ensure exit process are managed properly in coordination with line managers and concerned departments.

HR General Management and Administration:
• In collaboration with HRM, act as a focal point for any support/advice on HR related matter in governorates including employee relations, grievances; in addition to adapting existing HR policies and procedures to an emergency context when need be.
• Conduct regular visits and audit of the HR systems and procedures in the governorates to ensure compliance to organizational standards.
• Support Area Managers in building the capacity of HR colleagues in governorates as relevant and in personal areas of expertise.
• Oversee overall HR operations in relation to recruitments, contractual, compensation and benefits, personnel data and files management, are delivered in a timely and effective manner.
• Gather information/reports on HR activities in governorates and submit progress reports to HRM on regular basis.
• Ensure adherence to local law in all aspects of HR practices, and provide colleagues with advice when necessary in relation to legal compliance.
• Participate in the planning of the HR & Admin Department’s plans, activities and objectives.
• Submit statistical and analytical reports on the monthly activities and recommend actions/solutions for more efficiency and better management and compliance.
• Cover some of the responsibilities of other team members as required in case of absence or in personal areas of expertise.

Qualifications
• A degree in Business Administration or professional qualification in Human Resource Management, or extensive years of experience in same context.
• Generalist HR experience, especially leading on recruitment and personnel.
• Good knowledge pertaining local labour laws and regulations.
• Demonstrated proven track record for customer service, delivery and capability
• Adaptable in approach to work with a willingness to work under pressure in a demanding and emergency based environment
• Very good team player with experience of influencing and supporting colleagues.
• Maintaining effective working relationships with colleagues and proactively sharing own know-how with them.
• Very good analytical thinking and ability to take sound judgements/decisions and be able to work independently
• Ability to present clear and concise information in response to queries, and delivering outputs on time and to the agreed standard.
• Good ability and experience in managing a team and communicating instructions and objectives clearly.
• Understanding of the complexities of working in a multicultural environment.
• Ensures confidentiality and practices HR to the highest ethical standards.
• Commitment to and ability to promote Oxfam's values, equal opportunity and gender policies.
• Willingness and fitness to travel for sustained periods of time.
• Excellent good oral and written communication (both English and Arabic).
• Competent in the use of computers especially MS.Office.
