Responsibilities
Staff Management and Advisory
• Lead and manage the Compliance Department: Internal Controller, Compliance, AML/CFT, Inquiry and Blacklist Database.
• Coach, supervise, train and assess the business performance of all Compliance and AML Officers at both the Head-Office & Branches.
• Contribute to develop and reinforce an environment and culture of compliance within the institution and enhance staff members’ awareness and positive thinking on the importance of compliance and bank secrecy act.
• In coordination with the training team, develop and provide adequate training to staff where gaps in knowledge become apparent or there are inconsistencies to follow procedures relating to AML/CFT, Clients’ Due Diligence and other regulatory requirements.
Institution Compliance Framework/Program
• Maintain and monitor compliance with key Compliance Policies and Procedures.
• Develop and propose the needed Compliance Policies & Procedures according to the applicable regulations and international standards governing the Compliance area (Basel Accords in particular) and ensure compliance with all regulatory requirements.
• Assist the Board and the Management in strengthening the relationship with the regulators. Provide adequate advice to all respective functions to achieve better understanding about laws and regulations in order to be in-compliance position.
• Follow-up on non-compliance cases with the respective functions and contribute in finding suitable and logical solutions to all pending matters, within an appropriate time-frame, by providing the required support.
Anti-Money Laundering and Counter Financing the Terrorism (AML/CFT)
• Develop the needed AML/CFT Policies & Procedures according to applicable regulations and international standards governing the AML/CFT area and review it properly and when needed to make sure compliance with all the relevant laws and regulations.
• Manage efficiently and timely the correspondences with regulators and follow-up to ensure sound implementation of the respective regulatory directives and especially those related to inquiry cases, freezing of accounts and protecting the public money.
• The Compliance Manager will report directly to the AML/CFT Commission on all AML/CFT matters, all inquiry cases, account freezing requests and carry investigations on any suspicious.
• Transaction and/or client that become certain or in-doubt of involvement in any money laundering or financing terrorism attempts.
Risk assessment and Management
• Ensure that compliance risks related to Anti-Money Laundering and Counter Financing the Terrorism (AML/CFT) are properly identified, assessed and mitigated with proper preventive and corrective measures in place.
• Ensure the day-to-day monitoring and reporting of Compliance risks.
Reporting
• Prepare all standard and ad-hoc information and reports to regulators and other stakeholders, as required.
• Ensure actions on the reports of the Internal Audit and Risk Management for any observations related to non-compliance with regulatory requirements including AML/CFT areas.
• Manage the continuous development and updates of the Preliminary Inquiry Program and blacklist database in line with the dedicated Standard Operating Procedures (SOPs), and ensure its active and full deployment in all the branches.
• Propose practical recommendations to develop functionalities in the Core Banking System and / other IT solutions to support the area of Compliance, AML/CFT, etc.


Qualifications
• Degree from a leading and accredited university, preferably with a focus on Law, Finance, Economics, Accounting, Audit, or Business and Administration.
• Professional Certificate in Compliance, Audit, Risk Management, Governance, and AML would be a strong asset.
• Minimum of 7 years of professional experience in a relevant field for the position and at least 5 years at a managerial position.
• Demonstrate excellent management and leadership skills, and an ability to work under pressure to complete multiple tasks and meet deadlines.
• Excellent analytical skills, problem solving and decision-making abilities.
• Excellent communication skills and customer-orientation.
• Strong knowledge of the Syrian laws and regulations in particularly Central Bank of Syria and AML/CFT Commission.
• High level of computer literacy including Microsoft Office.
• Excellent command of spoken and written English and Arabic.
• Ability to handle with work pressure.
• Ability to travel (inside and outside Syria) depending on work requirement.
• Must have terminated or exempted from the obligated military service.
• Must be a citizen or living in Damascus.
• Must have the Syrian nationality.
• Meet with the civil and professional requirements in the relevant decisions of the Monetary and Credit Council.
• Must successfully pass the written and oral examination organized by the central Bank of Syria.
