Responsibilities
The overall objective of the Administrator Assistant is to assist the Finance/HR/admin Coordinator in his/her duties to set-up and carry-out all TGH administrative procedures.

FINANCE
- Manage the daily accountancy
- Managed the budget follow up
- Implement a regular voucherisation of invoices (following TGH general procedures)
- Follow the daily/monthly expenses for all the projects
- Keep an up to date Allocation Table for the mission
- Manage, in collaboration with the Finance/HR/admin Coordinator, all mission budget's proposal, financial reports, monthly accountancy closure, cash flow forecast
- Manage the cash flow and cash supply requests to Head Quarters

ADMINISTRATION
- Ensure that TGH follows the Syrian laws
- Collect all information about income tax and social benefits, and update internal regulations, work contracts and administrative guidelines accordingly
- Ensure a clear archiving of all accountancy and administrative documents
- Assist the Liaison Officer with administrative procedures (i.e. visa, clearance for office, guesthouse…)

LOGISTICS
In collaboration with the logistic department:
- Ensure the respect of internal and donors’ purchase procedure
- Ensure a check on the documentation of purchase procedures
- Contribute to procurements if required

HUMAN RESOURCES
- Collect all necessary information on local labour law and update internal regulations/work contracts accordingly
- Follow up of the HR database (leave follow-up, employment contract follow-up etc.)
- Manage the regular update of all HR documents (organigram, leaves etc.)
- Assist the Finance/HR/admin Coordinator in ensuring that all HR policies are understood and respected by all staff
- Participate to the hiring process of any support staff to be recruited

GENERAL SUPPORT TO THE MISSION

- Supports the implementation of internal procedures in coordination with the HQ (Finance department)
- Liaises with programs for project budget follow-up
- Contributes to the respect of security measures applied by the Head of Mission

COORDINATION AND REPRESENTATION
- Attend internal coordination meetings
- Attend external inter-NGO administration coordination meetings




Qualifications
- Previous experience at the same position is required (minimum 2 years)

Specific Vacancy Requirements
Profile
- Proven experience in accountancy and financial management
- Fluent in Arabic and in English; French is an asset
- Writing skills in Arabic and in English
- Computer skills (minimum Excel and Word)
- Working knowledge of SAGA (finance software) an asset
- Excellent interpersonal and diplomatic skills
- Autonomy, rigor and skills for synthesis
- Good organizational skills
- daptation capacities to dynamic context
- Priority for candidates applying during the first 15 days
