Responsibilities
- Support Shelter Manager in translating Shelter/Education projects’ visions into defined goals;
- Gather data about RSRP Project’s SoW (Scope of Work) in order to develop a comprehensive and detailed implementation plan;
- In Coordination with Shelter Project Manager, propose cost-effective solutions and proposals for RSRP’s intended projects;
- In coordination with Shelter Project Manager Organize and co-lead on conducting projects’ needed technical rapid assessments/surveys/questionnaires and detailed technical assessments;
- Assess projects locations, accessibility, terrain, site details vis-à-vis contractors’ workforce and key parties;
- In coordination with Shelter Project Manager, prepare and update projects’ implementation time-plans (MS-Project/primavera), AutoCAD drawings, Shop-drawings and quantities for accuracy of calculations;
- In coordination with Shelter Project Manager, prepare Projects’ detailed BoQs (Bill of Quantities), technical specifications based on available materials in the Syrian local market and modify it when needed;
- Coordinate with the governmental assigned supervision committees and insure all Projects preparation’s process are in place;
- In coordination with Shelter Project Manager, manage, monitor and interpret the contract design documents supplied by the contractor and be responsible for the day-to-day supervision of the site, including supervision and monitoring of the work of RSRP Field Monitors;
- Interact with Shelter Project Manager for supplying assigned contractors with technical clarifications in design, replying on contractors’ RFI (Request For Information);
- Liaise and act as the main technical adviser on the assigned Shelter/Education Projects’ sites for RSRP’s Field Monitors ,contractors, subcontractors, crafts people and operatives;
- Follow-up with RSRP’s assigned contractors and/or subcontractors to ensure that work is being carried out as per design drawings, specifications and to meet planned dates and schedule;
- Resolve any unexpected technical difficulties and other issues/problems that may arise, and oversee quality control, health and safety matters on assigned projects’ sites;
- Ensure that all materials used and works performed by RSRP’s assigned contractors are as per specifications and agreed samples;
- Ensure that communication regarding any changes in plan have reached the engineers/Contractors and/or Sub-Contractor’s Representatives;
- Review, update, and submit all required reports indicated by both Shelter Project Manager and Monitoring & Evaluation Officer; as needed (weekly, biweekly, monthly, quarterly, final and closing reports, before/after photo reports);
- Submit to Shelter Project Manager incidents reports, in addition to noncompliance and delay in works update;
- In coordination with Shelter Project Manager, review RSRP’s assigned contractors claims and variation orders;
- In coordination with Shelter Project Manager review, check and verify submitted invoices by RSRP’s assigned contractors;
- Receive detailed completed works by RSRP’s assigned contractors and issue receiving report based on actual quantities and BoQs;
- Prepare projects’ handover report to governmental assigned committees and Beneficiaries when applicable;
- Conduct regular site inspections and actively monitor the work environment for hazards;
- Assist in preparing and archiving necessary projects’ documentations (soft and hard copies);
- Supervise the daily works of RSRP’s Field Monitors;
- Adhere to RSRP standards and code of conduct especially towards confidentiality of information and data protection, principle of neutrality and gender equality; and
- Perform any other duties when required.


Qualifications
o Engineer (civil/architect)
o Fair in English.
o Previous experience with NGO, INGO preferable.
o Minimum of 3 years of experience in rehabilitation projects.
o Able to prepare bill of quantities, drawings, progress reports tests the quality and measures quantities.
