Responsibilities
Generic responsibilities (max 10)
As the FS core competency will be in a start-up phase for NRC Syria response, the incumbent will initiate preliminary strategy and partnership developments and proposal writing associated to recovery, agricultural production systems, and partnerships.

1. Line management for project staff
2. Adherence to NRC policies, guidance and procedures
3. Contribute to the development of Country, Area and Food Security strategies, initiate and participate in the development of relevant Food Security projects
4. Coordinate and manage Food Security project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
5. Implement technical direction and ensure high technical quality of projects
6. Provide regular progress reports to the Area Manager(s), Head of Programmes
7. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
8. Develop and manage project budget (in cooperation with Core Competences) and coordinate across Core Competences
9. Ensure capacity building of project staff and transfer key skills
10. Liaise and collaborate with partners, relevant local authorities and other key stakeholders

Specific responsibilities
1. Lead the start-up, assessments and implementation of food security-related livelihoods projects in NRC project sites
2. Develop strategies and proposals for NRC food security and associated livelihoods responses on a national level in line with overall NRC country strategy with support of the Resilience Adviser
3. Collaborate with all other Core Competencies on assessments, analysis, design and implementation
4. Provide technical support to NRC’s cross operations in further Area Offices in Syria
5. Provide technical guidance to food security teams and support functions
6. Together with M&E staff, design and implement appropriate monitoring system
7. Represent NRC in coordination mechanisms as appropriate
8. Pilot, validate and manage Cash Transfer Programming (CTP) modalities within Food Security projects, with the support of the Cash Adviser
9. Build staff capacity related to CTP in all areas of the project cycle, with the support of the Cash Adviser
10. Provide evidence on the outcomes of projects implemented through CTP, with the support of the Cash Adviser

About us
NRC is a non-governmental, non-profit, humanitarian, independent organisation. It provides assistance to people affected by crises & i.e. refugees, internally displaced people, host communities etc. - to meet their immediate humanitarian needs, prevent further displacement and contribute to durable solutions.
NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. After almost 70 years of interventions all over the world, today NRC is organised as an independent and private foundation that cooperates closely with the UN and other humanitarian organisations, around the world as well as in Norway. NRCs funding base is not only diverse but also flexible, counting a number of different donors including the Norwegian Ministry of Foreign Affairs and the United Nations. In 2014 NRC assisted more than four million displaced and conflict-affected people around the world, and raised more than USD 250 million for our humanitarian programming. All NRC projects are supervised by the Head Office of the organization in Oslo while in the Middle East, NRC country offices report to a regional office based in Amman. The type of activities implemented in each context varies from country to country depending on the needs on the ground and priorities laid out in strategic response plans of Governments and the UN. However NRC mainly specialises in five programme areas: Education, Shelter, WASH, Food Security as well as supporting displacement affected population to access further services. Moreover, extensive expertise has been gained by the organization over the years also on Collective Shelters Coordination and Management.
In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
